Purpose of the Society
Founded in 1982, VRCS is a major stakeholder in the humanitarian system. The Society is recognized by the Government as auxiliary to the public authorities in the humanitarian field in accordance with the provisions of the First Geneva Convention. The organization is also one member of the National Disaster Committee.
VRCS has identified Disaster Management and Disaster Preparedness as one of its main areas of intervention with a particular focus on community based disaster preparedness. It also implements a Health Program, whose main components are First Aid and Hygiene Promotion. The organization also encourages Youth participation and promotes the International Humanitarian Law.
VRCS has branches in 6 different provinces. It can also rely on a solid network of trained volunteers all over the country. Around 23 staff members are currently working at HQ in Efate, while around 14 are working in the other islands.
Job Desctiption:
Purpose of the job: The Shelter Officer, will be responsible for the design implementation and reporting of Shelter programmes and activities at the branches in the provinces in Vanuatu and will also support coordination of the shelter Cluster. He/she will work under the direct supervision of the DM Coordinator. He/she will work in close coordination with the Red Cross branch/sub branch Officers dedicated to different areas. He/she will be also in coordination with the other operational and support departments. He will ensure the sustainability of the shelter activities beyond the project timeframe.
Selection Criteria:
Applicants are required to demonstrate the following:
• 1 to 3 years' experience of program/project officer in the field of Disaster Management and Community Based Disaster Risk Reduction and/or environment.
• Demonstrated experience and competencies in at least two (2) of the following sectors:
• Humanitarian shelter and settlements program
• Program officer, particularly in humanitarian field (planning, reporting)
• Disaster Management and Disaster risk reduction activities
• Community based program & Capacity building/training
• Coordination, Monitoring and evaluation of program
• High level graduate in one of these sectors or field related (e.g. structure/civil engineering, architecture, construction management, project management will be an asset;
• Ability and flexibility to travel regularly, particularly in the country and abroad, will be expected to spend several stays of few weeks out.
• Excellent communication skills, both written, and verbal drafting and presentation skills
• Team management, training and facilitation skills
• Excellent interpersonal skills, good records with the DM/DRR key national institutions
• Interest in sharing professional skills as well as learning from others
• Knowledge of the remote Vanuatu context, in the provinces
• Fluent Bislama language required, English and/or French preferred
• Open-minded, dynamic and flexible
• Excellent computer skills (Internet, Word, Excel, PowerPoint, Outlook)
• Valid driving license will be an asset
• Experience with photography video editing, and design will be an asset
• Knowledge of Red Cross and Red Crescent movement, the humanitarian reform and IASC Cluster system.
• An awareness of appropriate local construction and materials
