Organisation Description: 

The Vanuatu National Provident Fund (VNPF) was established under the Vanuatu National Provident Fund Act [CAP 189] to provide financial security for workers during their working life and into their retirement.

 

Job Desctiption:

This position reports to the Vanuatu National Provident Fund General Manager and Deputy General Manager; and is responsible for overseeing and coordinating the day-to-day activities of the Operations Division.  It is also responsible for the effective and successful management of contribution collections, surcharges and distribution of contributions into members' accounts and well managed of members benefit services in accordance to the operation objectives.

 

Selection Criteria:

Qualifications/Experience
• The candidate should have a Bachelor Degree or higher from a recognized tertiary institution preferably in the following disciplines; Business Administration, Management, Accounting, Economics or other related disciplines.
• Desirable Qualification is Master's Degree in fields relating to the position.
• The candidate must have over 3 - 10 years experience in management roles with a Superannuation Fund, financial institution or from a recognized organization.

Job Desctiption:

The VNPF Board of Director is now seeking to recruit a senior professional with suitable qualifications and work experience for the position of the General Manager.
This is a senior executive position reporting directly to the VNPF Board of Directors of the Fund and is responsible for overseeing the management of all facets to do with Superannuation and VNPF in Vanuatu.
The Board is seeking a professional with a mindset and desire to contribute to the economic development of the Fund, with strong leadership and excellent financial management skills, sound technical ability to produce investment and business models and provide valuable advice to the Board of Directors that promote, protect and maximize the Fund's retirement benefits for its members.

Key Responsibilities
1. Effective Project Management of:
 The Fund's Strategic Plan;
 Annual Business Performance Plans; and
 Investments management towards bringing high returns and building a positive general reserve towards paying above the legal threshold of annual interest rates to members.
2. Effective provision of Leadership and Managerial effectiveness;
3. Overseeing the positions of the Deputy General Manager and Divisional Managers; and
4. Provision of Strategic Direction of the Fund.

 

Selection Criteria:

KEY ATTRIBUTES AND REQUIREMENTS:
• Demonstrated excellent financial and investment qualifications and experience
• Conversant with monitoring, assessing and analyzing investment and marketing activities, trends and situations
• Demonstrated skills in staff training and development
• Have strong negotiation skills with high integrity and proven skills in building relationships
• Demonstrated project management skills, including planning, scheduling, and problem-solving skills;
• Personal drive and inspiration to enhance the role of developing and empowering an effective Fund's division and its functions
• High level of confidence with understanding of internal and external market activities
• Appreciation of business control routines and precision to detail
• Ability to document work and influence others both internally and externally
• Excellent interpersonal & effective communication skills
• Ability to work under pressure with high standard outputs

KEY OUTCOMES:
• Development of the investment, finance and contribution divisions of the Fund
• Provide regular analytical reports to executive management
• Undertake financial and investment analysis and make recommendations on emerging investment market opportunities.
• Strategize, review and approve divisional work plans, programs and budgets in consultation with the team leaders within the division
• Oversee planning and conduct of research, training and development.
• Develop and maintain effective business networks, partnerships and contacts with financial professionals, fund managers, investors and entrepreneurs
• Succession planning - identify and develop high-potential employees who possesses the necessary skills, qualifications and competencies to succeed in key leadership roles

QUALIFICATIONS AND EXPERIENCE:
• The desired candidate should have a Master's Degree or higher from a recognized tertiary institution preferably in one or more of the following disciplines; Finance, Accounting, Investment, Business Administration, Commerce, Economics or other related disciplines.  



• The candidate must have preferably more than 10 years extensive, practical experience in Executive Management roles with a Superannuation Fund or similar/recognized institution.
