Oxfam is a world-wide aid and development organisation that mobilises the power of people against poverty working through staff and local partner organisations across the Pacific to combat gender, economic and climate injustice, including in situations of crisis. Oxfam in the Pacific works to support the following countries in the region: Papua New Guinea, Vanuatu, Solomon Islands, Fiji and the Polynesia/Micronesia country cluster comprising of Samoa, Tonga, Tuvalu, Cook Islands, Niue, Kiribati, Palau, Nauru, the Federated States of Micronesia (FSM), Republic of the Marshall Islands (RMI) (Micronesia). Country teams operate with a mix of direct implementation and via partners, the goal being to increase strategic partnerships where appropriate.
Job Desctiption:
Program Specialty
Monitoring, Evaluation and Learning:
• Lead on the End of project evaluation in consultation with the relevant regional and
country staff.
• Lead or coordinate recruitment and management of relevant consultants hired to
deliver on the knowledge and learning component of the project.
• Develop a Learning Strategy and Action Plan for Project to inform Climate Justice
work in the Pacific and beyond
• Review the PACCCIL Monitoring Evaluation Accountability & Learning (MEAL) framework
in line with the PACCCIL Mid-Term Review, Partnership Review, Baseline and GESI Analysis, Project
Design Document and other research that exist internally and externally.
• Provide support to the Project Implementation Team (PIT) in developing the
periodical progress report to multiple project stakeholders including the project governance team
and donors based on analysed research and MEL information.
• Conduct and facilitate training and orientation of the relevant country and regional
staff on the project MEAL system including training on information collection methods and
techniques.
• Conduct training of CSO partners in MEAL system as required.
• Work with relevant communications specialists or consultants to package knowledge
products for use by the program staff and other project stakeholders.
Knowledge Management:
• Lead the generation, management and packaging and re-packaging of knowledge and
learning for use to influence climate action policy and the good practice of collaboration,
inclusion and influencing
• Manage a knowledge management system for the project and ensure the system remains
fit-for-purpose by:
• Monitoring the quality of routine data collection, analysis and reporting in
easy-to- understand template and formats for multiple stakeholders.
• Providing technical advice and guidance to systems users as required
• Making recommendations for systems adjustment as required
• Coordinating the dissemination of research and key findings in collaboration with
the PIT members at the country and regional level in a way that it promotes organizational wide
learning and beyond.
Key Responsibilities and Accountabilities:
• Be accountable to the project structure including the Project Implementation and
Governance teams for effective implementation of the MEL and research activities.
• Coordinate with the implementation team to ensure the project meets the required
Oxfam, donor and PA standards and compliance.
• Ensure standards regarding accountability (particularly to those we seek to help)
are clearly articulated to teams and they are supported to address these standards
• Manage internal and external review and evaluation activities and coordinate and
provide quality assurance of baseline and end-line data collection and analysis
• Contribute to the design, implementation and use of research work as part of program
development or impact assessment
• Work collaboratively with key team members to ensure cohesion and consistency of
approach and that the regional program can contribute to and benefit from organizational learning.
• Work collaboratively with OiP Evidence and Lead and other PQ MEAL staff to
facilitate
smooth sharing and learning across Oxfam's Pacific country offices and programs.
• Other duties as required
Business Services
• Support MEAL and program quality requirements within Oxfam especially under the
Partnership Evidence Learning and Innovations Hub.
• Undertake all job responsibilities in a manner consistent with all Oxfam HR policies

guidelines.
Management
• There are no staff reporting to this role
• Participate in Oxfam performance management framework and activities
• Contribute to the implementation and compliance of health, safety and security
policies and frameworks; Ensure the security and safety of self, others, and Oxfam property
• Mitigate risk and report incidents to supervisor.
• Ensure safeguarding code of conduct and compliance mechanisms i.e., PACCCIL
Safeguarding Risk Assessment Matrix, Safeguarding Implementation Plan, Disability Inclusion Action
Plan are in place for the project and its staff and is monitored on a 6 monthly basis.
Representation and Relationships
• Engages with all staff and partners around Program Quality
• Reports to the Team Leader
• Represents Oxfam to funded and non-funded partner organizations and stakeholders
• Assists in the seeking out of opportunities for publication of program-based case
studies, reports and impact findings.
.Travel
Some routine international/regional travel (up to 4 weeks per year) may be a requirement of the
position. From time to time this role may be deployable which could mean travel and duty elsewhere
in the region for an extended period of time to work on emergency response issues. It is a
condition of employment that staff abide by all security and safety protocols, policies and
procedures. You will need to abide by the current covid-19 travel requirements of the organisation
should you need to travel.

work and of developing integrated programs
• Experience producing reports and publications for a range of different audiences
• Experience supporting the capacity building of staff networks, including delivering
appropriate outcome-focused training programs

Pacific.
