Program Specialty
Monitoring, Evaluation and Learning:
•     Lead on the End of project evaluation in consultation with the relevant regional and
country staff.
•     Lead or coordinate recruitment and management of relevant consultants hired to
deliver on the knowledge and learning component of the project.
•     Develop a Learning Strategy and Action Plan for Project to inform Climate Justice
work in the Pacific and beyond
•     Review the PACCCIL Monitoring Evaluation Accountability & Learning (MEAL) framework
in line with the PACCCIL Mid-Term Review, Partnership Review, Baseline and GESI Analysis, Project
Design Document and other research that exist internally and externally.
•     Provide support to the Project Implementation Team (PIT) in developing the
periodical progress report to multiple project stakeholders including the project governance team
and donors based on analysed research and MEL information.
•     Conduct and facilitate training and orientation of the relevant country and regional
staff on the project MEAL system including training on information collection methods and
techniques.
•     Conduct training of CSO partners in MEAL system as required.
•     Work with relevant communications specialists or consultants to package knowledge
products for use by the program staff and other project stakeholders.

Knowledge Management:

•     Lead the generation, management and packaging and re-packaging of knowledge and
learning for use to influence climate action policy and the good practice of collaboration,
inclusion and influencing
•     Manage a knowledge management system for the project and ensure the system remains
fit-for-purpose by:
•     Monitoring the quality of routine data collection, analysis and reporting in
easy-to- understand template and formats for multiple stakeholders.
•     Providing technical advice and guidance to systems users as required
•     Making recommendations for systems adjustment as required
•     Coordinating the dissemination of research and key findings in collaboration with
the PIT members at the country and regional level in a way that it promotes organizational wide
learning and beyond.

Key Responsibilities and Accountabilities:







•     Be accountable to the project structure including the Project Implementation and
Governance teams for effective implementation of the MEL and research activities.
•     Coordinate with the implementation team to ensure the project meets the required
Oxfam, donor and PA standards and compliance.
•     Ensure standards regarding accountability (particularly to those we seek to help)
are clearly articulated to teams and they are supported to address these standards
•     Manage internal and external review and evaluation activities and coordinate and
provide quality assurance of baseline and end-line data collection and analysis
•     Contribute to the design, implementation and use of research work as part of program
development or impact assessment
•     Work collaboratively with key team members to ensure cohesion and consistency of
approach and that the regional program can contribute to and benefit from organizational learning.
•     Work collaboratively with OiP Evidence and Lead and other PQ MEAL staff to

smooth sharing and learning across Oxfam's Pacific country offices and programs.

The Oxfam Confederation is an international development organization that consists of 19 affiliates which collectively work in over 90 countries to enhance the impact and cost-effectiveness of their work to ultimately contribute to fulfilling the vision of a just world without poverty. We believe a fairer world is possible in which people will have control over their lives and livelihoods, their voices are heard, and their rights upheld. We work directly with communities, in most cases through local partner organizations and seek to influence policymakers on issues which have a direct bearing on people's lives. We strive to achieve our mission through long-term development programs, humanitarian response, campaigns, policy research and advocacy.
Oxfam in the Pacific (OIP) has a regional strategy that is focused on achieving change in three thematic areas: Climate Justice, Economic Justice and Gender & Citizen Justice. To do this, we currently work primarily with national and regional NGOs and Community Based Organisations but also with national and sub-national levels of government and regional institutions. We're working directly or through partners in Papua New Guinea, Solomon Islands, Vanuatu, Fiji, Tuvalu, Kiribati, Palau, the Federated States of Micronesia (FSM), Republic of the Marshall Islands (RMI), Tonga and Samoa.

Our approach is rooted in collective action. We believe that single actors and agencies cannot solve complex development issues on their own. The engagement of diverse and often conflicting group interests is required. We seek to build strong networks, mutual understanding, and collectively lift our capacity to enable collaboration, influencing and accountability. We aim to support stronger cross-sector engagement in the region, shifting siloed sectoral approaches to development challenges.

Oxfam's work in Vanuatu is based on a sound analysis of thinking and working politically. We convene and facilitate coalitions and network building. The "Tugeta Yumi Stanap Strong" (TYSS) (Together We are Strong) program was designed as part of OIP's suite of Inclusion and Economic Justice projects and will work in ways underpinned by Oxfam's Pacific Values and strengths-based interventions, to address systemic and gendered issues of power and a lack of equality and diversity.  

The TYSS Programme sits within OIP's Gender and Citizen Justice (GCJ) thematic pillar. At the base of the three Pacific thematic pillars is the commitment for inclusive and transparent governance for a 1.5°C world, which recognizes the significance of every community member of the Pacific having control over their lives, resources, and oceans in order to limit carbon emissions to 1.5° C.  

The five-year TYSS program works across four key areas or Program pillars. Pillar One (Civil Society) aims to strengthen local civil society organizations (CSOs) run by and represent diverse and marginalized people for increased autonomy and sustainability and to increase their voice and agency within larger systems and Networks in Vanuatu. Pillar Two (Collective Action) aims to increase the autonomy, diversity, and gender responsiveness of civil society networks in Vanuatu – ensuring that as well as planning advocacy initiatives based on the needs of their constituent groups, they are prioritizing and strategizing together to increase the impact and success of collective action on key issues affecting the lives of women and marginalized groups. Pillar Three (Institutions) aims to raise the consciousness of key leadership groups and institutions within formal and informal governance institutions in Vanuatu, focusing on shifting norms and attitudes regarding gender equality and the importance of diversity in decision-making. Pillar Four (Knowledge) ensures Oxfam, its partner organizations and allies have access to data, wisdom, and evidence to shift attitudes, build skills and understand and influence how change happens.  

 

 

Job Desctiption:

The Partnership and Network Coordinator is a key role in the TYSS program team. The role is
responsible for coordinating and overseeing all Oxfam Partners under the TYSS program and acts as a conduit between TYSS partners and Oxfam. The Partnership and Network Coordinator will continue to build on existing relationships with Oxfam's diverse civil society partners and uphold OiP's approach as a convener, broker and facilitator. The role is responsible for supporting and strengthening the quality and effectiveness of partners and networks within the TYSS program. The coordinator will provide mentoring and will respond to needs, for example through the development of systems and processes, and the identification of technical assistance and practical support to partners and networks. The Partnership and Network Coordinator will also act as a liaison between management and Oxfam on any partner complaints received.

The Partnership and Network Coordinator is based in Vanuatu and reports to the TYSS Programme Manager. Partnerships are key to Oxfam's programming, and therefore the Partnership and Network Coordinator will provide support, guidance and advice to the Programme Manager for the coordination and implementation of the TYSS program. The role will also closely liaise with other Oxfam in Vanuatu projects, especially those working with the same partners and networks.

The Partnership and Network Coordinator will also work in close collaboration with OiP's
Multi-Stakeholder Partnership Lead and will be part of OiP's Partnership Community of Practice. The role will liaise with the regional Partnerships, Evidence, Learning and Innovation (PELI) Hub – which leads work on developing multi-stakeholder partnerships that value local leadership and reflect OiP's values; generates evidence for learning, adaptation, influencing and advocacy; and develops and tests innovative solutions to address development challenges.
Key Responsibilities and Accountabilities Strategy:
•     In collaboration with the Multi-Stakeholder Partnership Lead, contribute to the
program partnership framework, and ensure it is informed by TYSS partners' and networks'
perspectives, strategies, priorities, and ways of working
•     Lead the development and/or implementation of Organisation Capacity Assessment Tool
(OCAT) and Partner Action Plans, in consultation with partners and networks. This includes,
safeguarding policies, safe programming, child protection and gender mainstreaming in partnership framework and design
•     Support the development of collective influencing strategy by partners and networks
•     Support networks to develop plans to transition to more autonomous operation over
the early life of the program, based on an assessment of needs and the provision of targeted
capacity support interventions
•     In collaboration with the TYSS Programme Manager, GCJ Pillar Lead and Multi-
Stakeholder Partnership Lead, identify strategic opportunities for the
Programme's engagement in select partnership platforms to advance both the
program's, and Oxfam's, influencing, programmatic and partnership goals

Program and Delivery

Play a key role in coordination and collaboration between civil society actors, activists,
and other stakeholders such as Government:
•     Work with partners to undertake Organisational Capacity Assessments (OCA), and
develop partner action plans based on the assessment
•     Provide and/or organize technical advice, practical guidance and hands-on support to
partners based on discussions and agreements with partners and networks
•     Lead the organization of yearly conferences on special topics to advocate on issues
affecting civil society
•     Coordinate links to national, regional, and international influencing moments
•     Coordinate links between community-based evidence and data collection and network
influencing moments

Knowledge and Learning

•     Work with the TYSS Programme Manager, MEAL Officer and Multi-Stakeholder Partnership
Lead to ensure we have processes in place to monitor and regularly reflect and learn from our
partnerships and ensure learnings are captured and communicated internally to feed into our
partnership practice, potentially through the development of learning strategies that can be shared with partners
•     Work with the Programme Manager to identify and investigate key knowledge gaps on

•     Work with the Programme and MEAL Officers to develop and deliver messages related to
partnerships to internal and external stakeholders

donors and other stakeholders
•     Represent the networks component of the program in Oxfam forums nationally,
regionally and globally as required

Human Resources

•     The position has no responsibility for the supervision of staff but may be required

Travel

•     This position is based in Port Vila, Vanuatu. The role may require some in-country
and international travel.
•     It is a condition of employment that staff abides by all agency security and safety

Selection Criteria:

•     Experience of and proven ability to build, sustain and manage strong partnerships
and work collaboratively with a variety organization, which includes, CSOs, INGOs, private sector institutions and government agencies
•     High-level understanding of good governance principles and practices, democracy,
human rights, gender equality, social inclusion, leadership, and adult learning processes in the
Pacific cultural context
•     Proven ability to work collaboratively in partnership and experience of working with a wide range of actors and networks
•     Demonstrated capacity to influence, develop, build and sustain partnerships
•     Understanding, or enthusiasm to learn, about the application of feminist principles for all aspects of development work
•     Ability to demonstrate sensitivity to cultural differences and gender issues, as well as the commitment to equal opportunities
•     Sound understanding of gender equality, women's rights and gender mainstreaming approaches
•     Excellent knowledge and experience of people development, particularly in relation to capacities and capabilities in partnership and program development.
•     Commitment to Oxfam's Mission, Values and Safeguarding Policies – in order to ensure

•     Ability to demonstrate an openness and willingness to learn about the application of

Bislama/French

Salary:

Category 3 on Oxfam Vanuatu Salary Scales  starting at 1,989,330 VATU per annum
