European Union funded technical assistance contract: « Technical Assistance
for the Vanuatu Value Chain Programme, reference EuropeAid/139340/DH/SER/VU
». We are confident to get short-listed/be invited for tender. We are looking
for various experts to be deployed for the coming project.
Role: To support the management functions of the Trade Development Division of the Ministry of Tourism, Trade, Commerce, and Ni-Vanuatu Business. Start Date: 1 October 2018 (indicative) Duration: 50 months Location: Port Vila with travel Time input: Long term (50-100% of a full-time assignment) Indicative profile (please note that the profile/requirements might change when the ToR will be available after short-listing) |
Selection Criteria
|
Qualifications and skills:
• University degree in accounting, business or equivalent qualification or comparable professional experience • Fully computer literate • Fluent in spoken and written English with good reporting, interpersonal and communication skills General professional experience: • At least 6 years of relevant professional experience, out of which minimum 2 years has been in the financial and contract management of development cooperation projects, preferably EDF funded • Experience in computerised accounting systems and procedures are essential • Experience of procurement rules and procedures, preferably under EDF • Knowledge of and experience with financial management software packages is highly desirable Specific professional experience: • Sound knowledge of and working experience with EU financial and contractual procedures is compulsory • Training experience on the application of EDF financial and contractual procedures for programme estimates and grants is highly desirable • Work experience in Vanuatu and/or the Pacific region would be an advantage |

Qualifications and skills:
• University Degree in Agriculture, Agricultural Economics, Economics, Business Management or other relevant degree, Master degree preferred • Good team management, interpersonal, coordination, facilitation and networking skills • Good communication skills in written and spoken English and proven ability to draft high quality reports and communication notes • Fully computer literate General Professional experience: • At least 5 years; experience in agriculture and rural development related work of which at least 3 in a management position with staff responsibility Specific Professional Experience: • Experience with project planning and budgeting • Knowledge of project cycle management and contract management, experience with EDF rules in an asset • Profound experience in designing and managing agriculture projects covering institutional capacity development and with a value chain development focus • A good knowledge of coconut, fruit and vegetable, and/or livestock value chains is an asset • Previous experience with working on gender mainstreaming and climate adaptation is an asset • Experience in the Pacific region and with EPA between EU and the Pacific States is an asset |

The Vanuatu Skills Partnership (TVET) is a collaboration between the Governments of Vanuatu and Australia to support sustainable economic growth through targeted business development and training services within a national quality skills system. The Head Office is located in Port Vila and Skills Centres have been established in SANMA, MALAMPA, TORBA and TAFEA provinces. |
The Position |
The National Communications Manager will be responsible for ensuring provincial and national coverage of Vanuatu Skills Partnership activity in media and promotional outlets, including television, radio and press, and supporting the advocacy agenda of the Partnership. |
Essential Selection Criteria |
► Proven experience in strategic communications, with, ideally, experience in using communications for advocacy and influence |
► Proven experience in media productions and communications/marketing, specifically video, radio and social media |
► Excellent management skills, specifically, proven experience in managing projects from inception to completion, with proven multi-tasking and time management skills. |
► Good strategic networks, particularly across the media, Government and civil society. |
► Demonstrated understanding of the work of the Vanuatu Skills Partnership and its goals and achievements. |
Desirable Selection Criteria |
► Ability to work in a team environment with a positive attitude and strong work ethic. |
► Excellent English communication skills, both written and oral, and very strong interpersonal and networking skills |
