Recruitment of a national expert to evaluate the Enhanced Integrated Framework (EIF) Tier 1 phase 1 programme
Job Description:
The Ministry of Tourism, Trade, Commerce and Ni-Vanuatu Business (MTTCNVB) is seeking the services of a national expert. The expert will support the MTTCNVB in undertaking a comprehensive evaluation of the EIF programme in Vanuatu. The evaluation will focus on assessing the results and impact of the EIF programme, providing feedback, sharing lessons learned and promoting accountability in programme delivery, implementation and management of the EIF processes and operations.

The main purpose of the evaluation is to take stock of the results achieved by the EIF Tier 1 phase 1 programme over its 4 year implementation span (2014 – 2017) and to identify lessons learned which will form a key component of Vanuatu’s application to the phase 2 funds.

Criteria:
The successful applicant should possess the following qualifications, experience and skills:
  • Skilled in implementing evaluations, ideally in trade related programmes and projects
  • Knowledge of, and experience in, applying qualitative and quantitative evaluation methods
  • Data analysis and interpretation skills
  • Adherence to good evaluation practices and ethical principles
  • Good report writing skills; and
  • Knowledge of trade, particularly Aid for Trade, would be an advantage.

    Job Description:

    The Vanuatu Tourism Office requires the services of a Marketing Manager to undertake key responsibilities within their marketing department. This position is open to all Ni-Vanuatu nationals and is based in Port Vila. This position will be offered on a contract basis with a salary package to reflect the skills and experience of the successful applicant.
    1. The Marketing Manager is responsible to the General Manager for planning, organizing and executing the Destination Marketing plan
    2. Development and implementation of the destination marketing plan especially in the core markets for Vanuatu
    3. Co-ordinating marketing and promotional activities including advertising, travel shows, trade fairs, seminars/workshops
    4. Liaise with advertising agencies in regards to promoting and managing the destination brand and tagline
    5. Liaise with the south-pacific-travel marketing divisions and market representatives on the implementation of tourism marketing activities
    6. Preparation and distribution of appropriate sales promotional materials and collaterals for the destination in overseas markets
    7. Collaboration with the travel trade and airlines to prepare and implement joint promotion and campaign in core markets and other potential markets
    8. Managing the marketing program and reporting on a monthly basis the marketing expenditure in each market
    9. Liaising with overseas market agents and representing the destination in overseas markets through attendance in trade fair, trade exhibitions, familiarization trips, brochure development and support, destination marketing collateral development
    10. Manage oversea’s market agents especially in core markets of Australia, New Zealand and New Caledonia on the delivery of annual work plans in line with the destination marketing plan
    11. Prepare and provide quarterly and annual reports to the General Manager on the implementation of market activities and on market performance
    12. Any Other duties as directed by the General Manager. 
    Criteria:
    • Bachelor’s degree in marketing, public relations or a closely related field
    • 3 years’ experience in marketing or public relations work or any combination of training and experience which provides the required skills, knowledge and abilities
    • Have considerable experience in providing leadership; A high level of customer service, planning skills; must be a self-starter with the ability to work with a team
    • The ability to identify priorities and develop focused work plans
    • Must be proficient in written and spoken in the English language. French will be highly regarded
    • Computing skills and knowledge of current software applications
    • Knowledge of tourism industry in Vanuatu and geographic layout of the country.

    Missions
    • The mission is to install, commission, maintain and document diesel/ benzene generators and auxiliaries throughout TVL sites in Southern islands in Vanuatu, including grid and off-grid power systems and to install, optimize, and maintain all equipment’s useful to the proper running of transmission of the signal
    • To ensure highest quality of service being deliver to the valuable customers on TVL 2G, 3G and WIMAX Network on a day-to-day basis
    • Must be able to Pro-actively monitor TVL network faults and quality degradation and action accordingly.
    Activities:
    • Maintain and service Tafea Province site’s generators on TVL network
    • Install, commission, and maintain generator in the isolated TVL sites hybrid system: Tanna, Futuna, Aneytom, Erromango (Tafea Province). Maintain rural power systems, liaise with care takers for regular cleaning of Solar Panels, cleaning of battery terminals and refilling battering distilled water, and performing regular checks to ensure the rural power is always in normal operations Fault diagnostic and Report on the quality of technical aspects
    • Fault diagnostic and report on the quality of technical aspects
    • Manage the petrol refills
    • Manage generator fuel and fuel logistic to TVL sites

    • Assist Planning and Engineering team on Fault and performance managements activities
    • Other activities defined by the direct superior in order to fulfil all position’s requirements
    • Install, commission and optimize microwave links for back hauling of the telecommunication services
    • Maintain and optimize microwave links to ensure the availability is compliant to ITU standard
    • Maintain optical fibre multiplexers
    • Manage microwave and optical fibre link spare parts - ensuring spare parts are correctly stored with updated records
    • Monitor all the satellite links
    • Carry out any tasks required by the superiors.
