As part of our work to support our development programs through our global networks, we aim at achieving positive outcomes for vulnerable children and young people in the areas of health and well-being, child rights and child protection.  We advocate on behalf of children and promote the rights of the child.

Role Purpose
Save the Children has a significant and varied portfolio of work across Vanuatu and is looking for a Senior Program Manager to provide significant managerial support in the implementation, monitoring, evaluation and reporting of two separate health projects. One project aims to improve the infant and maternal health outcomes for vulnerable children and mothers, the other project focuses on increasing STI and HIV awareness and health seeking behaviour of key populations. Save the Children is looking for a highly capable person whom is passionate about working with local communities and implementing programs.

The program manager will lead and support their team for the implementation of the program, and also work with other stakeholders such as the government and community members.

Skills/Abilities
  • Excellent program management skills, ideally regarding health programs
  • Excellent monitoring, evaluation and report writing skills in English
  • Excellent financial management skills
  • Donor contract management skills
  • Excellent stakeholder management skills
  • Demonstrates the ability to plan and organise self and others to ensure the timely completion of tasks while working in a fast paced environment and to strict deadlines

  • Fluency in English and advanced/fluent Bislama skills
  • Strong computer skills.
Criteria:
  • Bachelors in health sciences or relevant post-secondary qualifications
  • At least 5 years of extensive project management experience and a thorough knowledge of the project management cycle, including project design, planning, implementation, and monitoring
  • Experience in delivering/supporting community-level activities to rural communities
  • Experience in working in partnership with government, donors, and community organizations,
  • Significant experience in working in the NGO sector
  • Knowledge and experience in international health programs is a distinct advantage
  • Understanding of, and commitment to, developing an understanding of the principles of the Child Rights Convention
  • Proven ability to work collaboratively across a diverse range of stakeholders
  • Proven experience of building capacity and mentoring staff
  • Program Management skills and experience that includes managing the implementation of programs, monitoring and evaluation, and report writing. This includes experience in managing programs in a development context
  • Skills and experience in managing budgets and finances
  • Experience of directly managing and building the capacity of staff
  • Excellent stakeholder skills that includes being able to engage and work with a variety of stakeholders including donors, government, and communities.

Paladium International and the Vanuatu Australia Policing and Justice Program (VAPJP) - Stretem Rod Blong Jastis Mo Sefti- are seeking a Systems Officer to work with it's International Case and Data Management Adviser to support the sector, through ICT, to improve the quality of its data and to install and implement new case and data systems which reflect the key business needs of the relevant agencies within the sector.

Objectives
To work with Vanuatu Police Force (VPF), Ministry of Justice and Community Services (MJCS) and justice Sector agencies/Courts, in collaboration with the Office of the Government Chief Information Officer (OGCIO) and support by the Case and Data Management Advser (CDMA), to supoort agreed ICT priorities of the police, justice and community services sector.

Responsibilities
With support from the CDMA, establish and maintain productive, consultative and transparent working relationships with key stakeholders. Provide support for the writing of IT tender documents and or negotiations on implementation of contracts. Work with and provide management and coordination for ICT projects within the sector. Provide hands-on technical support as needed and develop assessments and business cases for ICT development tailored to the justice, policing and community services sector in Vanuatu. 

Criteria:
Specific Competencies
  • Minimum of 10 years professional experience in telecommunications, computerisation, web-enabling, common data definitions, business process re-engineering, IT planning, enterprise architecture and IT government networks
  • Exposure/experience in justice sector case and data management systems, with appropriate qualifications and training 
  • University degree in information technology, economics, engineering, finance, justice, law or related field (desirable)
The successful applicant will have experience in:
  • Understanding of the justice/policing sector
  • Good understanding of how ICT systems (and data) work and how they are built
  • Demonstrate expertise in MS excel including being able to use it for analysis
  • Experience in program/project management and management of outputs to deadlines 
  • Has good interpersonal skills for working with people of all different levels and all different educational backgrounds
  • Demonstrated experience in developing IT business cases and undertaking financial plans.
