Job Description:
The URA was established under the Utilities Regulatory Authority Act No. 11 of 2007. The Authority acts independently of the Government and its primary purpose is to increase access to safe, reliable and affordable electricity and water services, and to promote the long-term interests of consumers throughout Vanuatu. In addition, the Authority assists to resolve consumer complaints and disputes and advises the Government on matters related to electricity and water. It also reviews tariffs under the rules of the Concessions Agreements and relevant legislation.

The URA is seeking to engage an individual to a Consultant position of Senior Economist will be hired on a permanent basis with a six (6) months probationary period.



Criteria:
Successful candidates must meet the following minimum requirements:
  •  Bachelor’s degree in economics or business management from a recognized institution
  • 3 years of relevant professional experience in an analytical role in a business, Government or Non-Government organization where the candidate has proven his/her capabilities in economic analysis
  • Demonstrated team skills
  • Proficiency in Microsoft Excel, Word and PowerPoint
  • Excellent oral and written communication skills. Fluency in written and spoken English and Bislama is a requirement. A working knowledge of French is an advantage.

        • An advanced university degree in finance and accounting/economics/engineering/international business
        • At least 8 years of relevant professional experience in financial analysis; has strong analytical and modeling skills, consulting and project management with full knowledge of the Excel functions
        • Knowledge of and some experience in economic regulation, preferably for utility services
        • Proven track record in capacity building and trainings
        • Proven track record of successful work as a member of a diverse team
        • Excellent oral and written communication skills
        • Fluency in written and spoken English in required, knowledge of French and/ or Bislama an advantage; and
        • Experienced in Vanuatu and/ or other developing country contexts an advantage.

              Reporting into the Manager for SPC Solomon Islands, the purpose of the role is to coordinate the implementation of Cyclone PAM recovery activities in 4 countries, across SPC divisions to ensure that results are achieved, reported and learning that is shared.               • Ensure that all government focal points are kept informed of SPC’s activities relating to this project on a quarterly basis, either in person or via Skype meetings.
