TVL is seeking to recruit a competent Engineer for its Core Network Department in Port Vila.

Mission
  • Ensure all telecom services offered by TVL are charged correctly
  • Ensure billing and provisioning systems are operating continuously, efficiently and without any breaks and errors.

 Main Responsibility Area:
  • Operation and maintenance of systems: billing, provisioning, reporting/statistics to ensure efficient and fault-free operation
  • Maintenance of data warehouse of reporting systems
  • Periodical health checks for all relevant systems
  • Monitoring and supervision of systems to ensure good performance and fast fault detection
  • Troubleshooting in case of faults, identifying errors and liaise with systems’ supplier for fault corrections Implementation of new offers, packages and price plans
  • Participate in new projects
  • Provide support to internal users of billing, provisioning and statistic systems
  • Participation in resolving of customer complaints related to billing
  • Other activities defined by the direct superior in order to fulfill all position’s requirements. 
Criteria:
Position Requirements
  •  MSc degree or minimum BSc degree in Information Technology or Information Systems is a must
  •  At least 1 year of professional experience in billing area
  •  Very good knowledge of billing process in telecom networks
  •  Good knowledge and understanding of provisioning process in telecom networks
  •  Very good knowledge related to databases
  •  Good knowledge of Linux operating system along with minimum 1 year of proven experience
  •  Good knowledge and understanding of Core network in mobile networks along with offered services
  •  Fluent English and Bislama, French will be an advantage

This will involve development of relationships with existing and new donors and ensuring that Oxfam’s donor submissions are of high quality and are compliant with donor requirements.
        Criteria:
        • A successful track record in developing, securing and managing funding from institutional donors, trusts and foundations, preferably in the Pacific region
        • Demonstrated experience in developing and writing successful proposals to institutional donors
        • Experience of donor contract management and adherence to compliance requirements
        • Knowledge and practical experience developing relationships with donors and other development organisations
        • Understanding of key trends in official development assistance, donor policy and practice, and funding mechanisms
        • Experience and understanding of approaches to program planning, design, appraisal, monitoring and evaluation in long term development, humanitarian or advocacy work.
        • Experience in developing and implementing funding strategies
        • Experience in the development and implementation of organisational knowledge management systems

                                  Your major responsibilities will be varied and will include:
                                  • Lead the implementation and direction of the project in accordance with the community needs, the project documentation, CARE standards and relevant climate change policies and strategies endorsed by the Government of Vanuatu.
                                  • Ensuring at all times the project is supporting and promoting gender equality and the meaningful engagement of women, girls, youth and people living with a disability.
