Context
IOM Vanuatu has been a key player in providing
emergency relief supplies (emergency kits, shelter tool-kits, family kits) and
technical support to the Government of Vanuatu (GoV) as part of the Tropical
Cyclone Pam humanitarian response. More recently, IOM scaled up its operations
in Vanuatu in support of the National Disaster Management Office (NDMO) and in
line with planning and priority responses established by the GoV in the
National Recovery and Economic Strengthening Program Plan “Strengthening
Ni-Vanuatu Resilience”. In this framework, IOM is assisting the GoV and
National Emergency Operation Centre (NEOC) by strengthening processes that
entail the whole cycle of evacuation in natural disasters, including
preparedness and planning.
General
Functions
Under
the overall direction of the IOM Chief of Mission in Canberra, Australia; the
direct supervision of the Program Manager (Shelter & Settlements) in
Vanuatu; and in coordination with the Regional Technical Advisor based at the IOM
Regional Office for Asia and the Pacific in Bangkok, Thailand, the Consultant
will support the implementation of the shelter programme in Vanuatu.
In
particular, s/he will:
1. Review and finalize the draft of
the National Evacuation Centres Guidelines in consultation with the National
Disaster Management Office (NDMO), Ministry of Climate Change Adaptation
(MCCA), Department of Local Authorities (DLA) and other relevant stakeholders.
2. Coordinate the activities of the
Evacuation Centres Working Group (ECWG) and develop a national contingency plan
for the relocation of El Nino affected population.
3. Support the preparation of the Mass
Evacuation in Natural Disaster (MEND) mission and finalize programmatic and
logistic arrangements.
4.
Any other duties that may be assigned, in the context of the implementation of
the shelter programme in Vanuatu.

General
Information
1. Before commencing work, the
Consultant will be required to submit a statement of good health signed by a
certified medical doctor, including confirmation that the Consultant’s
vaccinations required for the country or countries to which travel may be
required are up to date.
2. IOM will provide the Consultant a
round trip airfare and cover travel expenses to/from Vanuatu. IOM will assist
in issuing documents required in visa processing.
3. The Consultant will report to work
at the IOM Vanuatu office according to the normal IOM office hours and working
days and/or as agreed upon between IOM and the Consultant.
4. IOM will provide working space and
loan the necessary equipment (computer, internet access, IOM email account,
etc.) which the Consultant will need to perform tasks as agreed in the
framework of the Contract.
5.
IOM only covers the Consultant against occupational accidents and illnesses
under the Compensation Plan (CP), free of charge, for the duration of the
assignment. IOM does not provide evacuation or medical insurance for reasons
related to non-occupational accidents and illnesses. The Consultant is
responsible for his/her own medical insurance for non-occupational accident or
illness.

Qualifications
Education and Experience
- Advanced degree in a field of study that offers a comprehensive view of community organization, planning and design and/or social sciences (e.g. humanitarian affairs, development studies, political science, or a related field), or an equivalent combination of camp management and humanitarian experience in a related
- At least 8 years of experience in the field of post disaster response in the field of CCCM, DRM
- Work experience in post-conflict environments, including management of IOM infrastructure projects an advantage
- Proven experience in policy development and capacity building at National and Regional level and
- Thorough understanding of Vanuatu DRM context and coordination mechanisms

- Ability to supervise, direct, coach and mentor staff
- Ability to work under extreme pressure in difficult conditions while maintaining security awareness

- Stamina, determination, commitment and adaptability in the workplace are required Excellent computer skills especially in Microsoft windows spreadsheet, excel, word, SAP, access, internet, outlook, and other software.
