Job Description:

The Technical and Vocational Education and Training (TVET) Sector Strengthening Program is an Australian Government funded initiative aiming to support provincial economic growth through targeted training services within a national quality system. The Program's Head Office is located in Port Vila and TVET Centres have been established in SANMA, MALAMPA, TORBA and TAFEA provinces.

    URS, the managing contractor of PHAMA, is seeking a proactive individual for the role of National Coordinator (NC) in Vanuatu. The NC will provide administrative and secretariat support to the Market Access Working Group and Industry Working Groups, including providing strategic guidance on identifying, prioritising and budgeting for activity work planning and implementation. The successful candidate will be part of a local project Office in Port Vila, working in liaison with the Program Management Office for PHAMA which is based in Suva, Fiji.

    Working as part of a regionally-based team, the successful candidate will have sound administrative and financial management skills and a proven ability to respond to and manage program risks and issues in a timely and effective manner.

      Oxfam's EFSVL team is designing and implementing a wide rage of livelihoods, protection and recovery activities across the country.           The Government of Vanuatu is seeking the services of a project database to support the Aid Coordination and Negotiation Unit (ACNU) which has the mandate for aid negotiation, aid co-ordination, monitoring and reporting on the implementation of international aid in Vanuatu in collaboration with the implementing agencies and line ministries in close relation with MFEM and MOFA.
          • The aid management system is now becoming one of the most important tools in the political dialogue on development assistance. Its clarity, transparency and fluidity depend on the progress made on ownership, alignment and harmonization. The availability of a more efficient aid management system is now a priority for achieving national objectives of the Paris Declaration.
          • The national database expert will be responsible for developing and implementing a National Data System on aid effectiveness from 2015 and onward and will also capture related COM decision implementation status.
          Criteria: 
          • Minimum of a degree level or equivalent in information systems or in economics, development economics, development cooperation, public administration management, with relevant specialisation
          • A minimum of 3 years experience of working in the area of implementation of information systems
          • Good knowledge of the public finance financial system
          • Experience in working with/building capacity of national involved in the implementation and management of donor-funded activities is a must
          • Experience in management, M&E systems
          • Experience in undertaking similar assignments is a considerable advantage
          • Knowledge in aid management systems, information systems
          • Computer literacy and fluency in English (both oral and written) is essential. French being an advantage
