Job Description:


The Government of Vanuatu has received financing from the World Bank for three large-scale national adaptation and disaster risk reduction projects designed to address Vanuatu's immediate climate change adaptation needs, mitigate natural disaster risks, and enhance forest carbon stocks, and intends to apply part of the proceeds for the two Procurement Officer positions.

The Procurement Officer will work with the PMU in the implementation of these three projects with the respective implementing agencies, and will be responsible for coordination and completion of procurement of goods, works, and non consulting services in accordance with the Financing Agreements and the World Bank Guidelines.
The Procurement Officer will be contracted for one year, with three months probationary period, which may be extended and be based in the VMGD Project Management Unit.

VMGD now invites eligible Individual Consultants ("Consultants") to indicate their interest in providing the services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the services.

The shortlisting criteria are as follows.
Criteria: 
  • At least three (3) years general work experience in position with similar responsibilities in the field of engineering, finance, procurement or project management
  • University or technical college qualification in a relevant field (for example business management, project management, procurement management, engineering or related discipline)
  • Excellent communication and inter-personal skills, and the ability to communicate clearly with a broad range of audiences
  • Excellent written skills and ability to prepare clear, concise reports and presentations
  • Proven ability to learn quickly and work independently in a supportive environment
  • Fluent in Bislama and English, with French an advantage.

To assist and support the village communities in East Santo, with emphasis on building sustainable employment and income opportunities, and improving the environment in which they live. Key Responsibilities:
The Coordinator is required to undertake the following tasks and activities:
  • Work closely with the communities on the East Coast to build trust and strong relationships between communities and the organisation

  • Support Community Committees to generate sound decision making processes
  • Support Community Committees to manage their resources effectively and transparently
  • Regular financial and narrative reporting to Live & Learn Head Office and the Project Sponsor
  • To raise conservation awareness concerning the protection of important ecosystems on the East Coast
  • Build and strengthen networks and partnerships with the Vanuatu Government, relevant partners and other agencies in Vanuatu in accordance with the project objectives, including non-government organizations and communities
  • Assist with the development of a monitoring and evaluation strategy to ensure activities achieve their objectives, and ensure timely action is taken where objectives are not being met
  • Attend to any other duty delegated by the Country Programme Team Leader and/or Finance Manager.

Criteria: 
Qualifications/Experience:
  • A tertiary qualification in a relevant area, preferably at Bachelor’s Degree level or above
  • At least five years’ personal experience working with communities ensuring a working knowledge of the country’s community and local governance structures, knowledge and understanding of socio-economic, political and demographic situation of the country
  • Extensive experience in community engagement using participatory action tools and in facilitating community training and workshops
  • Experience in financial reporting
  • Experience in developing and strengthening partnerships within the Government and NGO community will be an added advantage and hands-on experience in design, monitoring and evaluation of development projects and programmes
  • Experience in the usage of computers and office software packages (MS Word, Excel, etc.).

Job Description:


The IRCCNH project overall objective is to increase the resilience of the communities in Vanuatu to the impacts of climate variability and change, and natural hazards, on food and water security, as well as livelihoods. The IRCCNH project intends to apply part of the proceeds of this financing allocation to the Department of Geology, Mines and Water Resources (DGMWR) to payments for the services of a Provincial Water Planner - Tafea Province.

The Tafea Provincial Water Planner will focus his/her support on component 4 of the IRCCNH Project: "Rural Water Security: Increased Access to secure water supply" which objective is to secure water supply in rural areas of Vanuatu. Activities include:
  • Updating Rural Water Supply standards and guidelines for rural water supply provision, then improving outreach to partners working in the sector
  • Installing water supply systems to rural communities.
The following minimum qualifications are required.
Criteria: 
  • Degree in field relevant to Intergrated Water Resources Management, Water Engineering, or earth science (Hydrology/Hydrogeology) and/or Bachelor of Arts in Public Administration and Management
  • Minimum of 5 years piratical experience at a project management level

The Ministry of Climate Change is responsible for activities in relation to meteorological services, geo-hazards, energy, environment and national disaster management, including general administration matters. The Ministry's role is to provide advice on these areas and to provide policy directions on all programs involving these matters.

The Luganville electricity concession had expired on 31 December 2010 and the GoV had granted to the Vanuatu Utilities and Infrastructure (VUI) to manage and operate the concession until a new contract is awarded.

The purpose of this document is to invite Expression of Interest to provide transaction advisory services to the GoV.

The GoV intends to procure the services of a Transaction Advisor representing a team of suitably qualified and experienced financial technical and legal advisors to help with this tender and procurement process. The Governments aim is to attract private sector participation to generate, transmit, distribute and supply electrical energy to the public and other corporate bodies or private individuals within the Luganville electricity concession.
