Job Description:

As part of our work to support Vanuatu recover from Cyclone Pam, we are expanding our team, and are looking for people with relevant experience, including management skills, to join our team in the following function above.

The overall goal of the Save the Children Vanuatu Child Protection Program is that children in Vanuatu are better protected by informed and coordinated child protection stakeholders, community members and leaders with the knowledge, skills and strategies consistent with both Kastom and government systems. 
Criteria:
§  Ability to build the capacity of others through training and coaching designed to develop skills, knowledge and abilities.
§  Ability to use participatory approaches during facilitation to ensure training objectives are achieved.
§  Well-developed verbal and written communication skills in both Bislama and English and is able to clearly communicate child protection issues to different stakeholders.
§  Ability to develop, maintain and strengthen partnerships with others inside and outside the organization (including community leaders) to achieve a desired outcome.
§  Ability to plan and organize self and others to ensure the timely completion of tasks while working in a fast paced environment and to strict deadlines.
§  2 years of experience in a related field
§  Knowledge coupled with practical skills in community development interventions, including previous experience of liaising with a range of people – including community leaders.
§  A basic understanding of elements of the project management cycle.
§  Capable of collecting high quality, reliable data for project monitoring and evaluation and able to make independent and objective assessments of the limitations of any collected data.
§  Knowledge of types and impacts of child abuse, and how to support child victims of abuse, as well as an understanding of positive discipline and positive parenting techniques.
§  Understanding of child development needs of different age groups, and practical experience in working with children and youth.
§  Knowledge of child protection programming and child rights based approaches
§  Knowledge of training design and delivery, and experience in a training or education based role.
§  Knowledge of Family Protection Act and legal thresholds for crimes against children, as well as the roles and responsibilities of stakeholders in the formal sector in relation to crisis intervention (e.g. police, health professionals, Family Protection Unit etc.) an advantage.
§  A post-secondary school qualification in a related area desirable.

Job Description:

The Telecommunications & Radiocommunications Regulator (TRR) invites qualified and interested persons or suppliers with the relevant expertise and resources in the provision of network servers with systems and applications in accordance with the specifications laid out in this TOR. The successful entity as part of the supply of the server, will consider installation, implementation and training as all inclusive of their bid.

The Network Server System must achieve the following objectives:
§  The server must be able to run MS Exchange mail application, act as the Domain Controller/Active Directory/ File Server/Printer Server, and run a proxy application. The new server will host a range of applications ranging from HR management system, statistics and indicators database, geographical information system and other telecom technical related application which will require a lot of processing power for high resolution graphics and map images.
§  The server must be able to run Hyper-V & Virtual servers – up to 5 virtual servers.
§  Must be able to run Trend Micro Antivirus application or any other similar enterprise/corporate anti-virus solution
§  Must be able to work with Fortinet firewall or any  other similar firewall hardware and applications
Criteria:
The suppliers must deliver according to the following process:
·         A short term work plan mapping out the substantial steps from delivery to completion.
·         Supply and deliver the Network Server System hardware and all associated components.
·         Brief TRR on the specifications and the process for migration of data and information from current to new server.
·         Install the new Server and conduct troubleshooting where necessary during installation.
·         Install all virtual machines and relevant applications.
·         Develop necessary documentation for general and ongoing support. A network diagram must be created for TRR’s reference.
·         Conduct training with the TRR ICT team as appropriate.

Job Description:

The Office of the Telecommunications and Radiocommunications Regulator (TRR) was established by an Act of Parliament called the Telecommunications and Radiocommunications Regulation Act 2009 (“the Act”). The Act mandates TRR to regulate the telecommunications and radiocommunications sector.

With a Vision to establish “A communications environment that enriches the social, cultural, customs and commercial fabric of Vanuatu;” the Regulator leads, guides, directs and manages the Office of TRR in order to achieve the objectives of the Act and implement relevant Government Policy as required. Section 7 (5), provides for the Regulator to have a separate and independent legal personality and under the name ‘Telecommunications and Radiocommunications Regulator ‘TRR’, may conduct business independently.

While the telecommunications sector in Vanuatu is vibrant and sophisticated for a country of its size, the Office of TRR is still a relatively new institution and the new Regulator must continue to build on the strong professional relationships TRR now has with its stakeholders; including GOV, the Minister responsible, the Office of the Government’s Chief Information Officer (OGCIO), relevant Government institutions, industry, and the business community, especially service providers and operators and, ultimately, the consumers. Further, the Regulator needs to capitalize and build on the recognition TRR has amongst its peers as being the benchmark and leading regulator in the region.

Expressions of Interest (EOIs) are now invited from qualified individuals with experience and skills to fulfill the role of Regulator, and in administering TRR in performing its powers and functions under the Act. The candidate must have relevant and extensive wide ranging demonstrable experience to carry out the work as stipulated in the following sections. Ni-Vanuatu citizens are strongly encouraged to apply for this position.

Duties & Responsibilities
In summary, the Regulator:
1.    Ensures the functions and powers of the TRR under the Act are appropriately met;
2.    Oversees the management of the Government’s Universal Access Policy;
3.    Oversees the telecommunications and radiocommunications licensing regime;
4.    Regulates tariffs and pricing mechanisms set by the service providers;
5.    Oversees compliance of the industry with the Act and relevant regulatory instruments; and
6.  Protects and raises the awareness of telecommunications consumers.

Criteria:
The Regulator must ensure that a level playing field among competitors exists and continues to exist, and that TRR regulates the sector in compliance with the Act, Licences and other regulatory framework and policies that are in place.  

Experience and Qualifications
The following experience and qualifications, or an acceptable combination of the following or its equivalent are required:
·         A relevant tertiary qualification from a recognized institution – desired - or equivalent relevant operational qualification combined with experience;
·         At least 5 years of relevant work experience in a regulatory environment, ideally in telecommunications;
·         Must be fully trustworthy, independent of any outside influence, of exemplary character and display exemplary conduct, and have no record of inappropriate or fraudulent behaviour;
·         Proven experience in the development of a regulatory instruments that encourage consumer protection, provide consumer awareness and support mechanisms, as well as facilitate telecommunications investment and competition;
·         Demonstrated high-level management and analytical skills in decision making and delivery;
·         Sound understanding and experience in the technical aspects of telecommunications and radiocommunications, and in regulation of that sector;
·         Ensuring full confidentiality can be maintained and the integrity of TRR is     preserved.
·         Demonstrable, excellent representation, verbal, written and presentation, communication, and reporting skills;
·         Demonstrated experience and ability to work in a high-level, fast paced and ever changing environment, whilst ensuring that all objectives and desired outcomes are achieved – on time and with high quality;
·         Possess the skill-sets, experience and confidence to provide sound and appropriate advice and guidance to high level Government officials, including matters that may progress to policy and regulation development.
·         The Regulator must possess demonstrable high-level corporate governance risk management knowledge, experience and skill-sets including sound financial management and experience.

Consideration may be given to experienced senior level Managers/Executives that have skill-sets in an equivalent sector and have demonstrated ability to transfer knowledge and skills to the telecoms sector and to administer the Act and related laws and regulations governing the sector.

Desirable Expertise
Other desirable skill-sets necessary to fulfill the role of the Regulator include:
(1)   Detailed knowledge of the role of Regulator and the responsibilities of the post;
(2)   Familiarity with the regional and international environment of telecoms Regulators and regulation;
(3)   Knowledge and appreciation of cultural and geographical dynamics of Vanuatu, and the Pacific region;
(4)  Sound and demonstrable knowledge of the telecoms market, telecoms operators and service suppliers in Vanuatu;
(5)   Understanding the role and needs of consumers and users of telecoms services and products.

Personal Competencies, Values and Ethics
The Regulator must have demonstrable skills and knowledge to be able to create, regulate, manage and facilitate a regulatory framework that will protect consumers while encouraging investment in the telecommunications sector, and ensuring sustainable completion is maintained.

His/her knowledge and skill-sets must support and drive the effective provision of universal service, the introduction of new and innovative services at affordable costs, while ensuring TRR remains fair, transparent, and unbiased in its overall regulatory approach.

He or she must be able to develop policies and regulations to give effect to the TRR Act or relevant Government policies. Additionally, the Regulator must be articulate and possess the ability to monitor and assess the dynamically changing telecommunications industry and make recommendations to the Minister for appropriate changes in the Act or regulatory instruments to cater for the changes in communications technology.
