(Scope of Work)
The 3 local consultants will be required to assist the local government of Shefa, Tafea and Malampa to manage the implementation of the TC Pam Humanitarian Action Plan and subsequent Recovery and Reconstruction Plans.  Specific objectives include supporting the Provincial Authorities of Shefa, Tafea and Malampa.
Refer to Annex I -Terms of Reference  for details.

Qualifications:
  • The successful incumbent must have minimum secondary level qualifications and relevant experience in coordinating development and / or post-disaster plans.  
Experience:
  • At least 5 years’ experience of working in humanitarian contexts, preferably Vanuatu or in the Pacific;
  • Significant experience working in a project management and coordination role;
  •  In depth knowledge of disaster risk management (DRM) and ability to provide high level advice;
  • Knowledge and experience of gender dimensions relating to post-disaster contexts;
  • Experience in designing and managing evaluative/learning events and processes; and
  • Fluency in English and Bislama (written and oral) is essential.
Competencies:
  • Excellent writing, editing, and oral communication skills in English and Bislama; and
  • Analytical skills and communications abilities;
  • Ability to forster partnerships and build working relationships
  • Ability to meet deadlines and prioritize multiple tasks.
Evaluation Criteria
Cumulative analysis
The proposals will be evaluated using the cumulative analysis method with a split 70% technical and 30% financial scoring. The proposal with the highest cumulative scoring will be awarded the contract. Applications will be evaluated technically and points are attributed based on how well the proposal meets the requirements of the Terms of Reference using the guidelines detailed in the table below:

When using this weighted scoring method, the award of the contract may be made to the individual consultant whose offer has been evaluated and determined as:
a) responsive/compliant/acceptable, and
b) having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Only candidates obtaining a minimum of 49 points in the Technical Evaluation would be considered for the Financial Evaluation. Interviews may be conducted as part of technical assessment for shortlisted proposals.
