The Vanuatu Department of the Meteorological and Geo-hazard Department (VGMD) and National Disaster Management Office (NDMO) have secured funding from the World Bank for three large-scale national adaptation and disaster risk reduction projects designed to address Vanuatu's immediate climate change adaptation needs and mitigate natural disaster risks.

The Engineer/Architech will work with the MPU/VMGD in the implementation of these three projects with the respective implementing agencies. The Engineer/Architect will be contracted to ensure that appropriate, time and cost effective procurement of works and related goods and reporting are met during the course of the projects and to build capacity of the PMU for works design and procurement in accordance with the government requirements. The Engineer/Architect, acting in accordance with agreed Projects budgets and guidelines, will be responsible for the day-to-day activities relating to all works procurement under IRCCNH and MDRR.

        Criteria: 
        • At least three (3) years' experience of design and supervision of building construction works.
        • Minimum Bachelor Degree in engineering, specializing in civil or structural engineering or architecture, registration/certification with a recognized professional Institute or Association being an advantage.
        • Excellent writing skills and ability to prepare clear, concise reports and presentations to a broad of audiences (work sample required).
        • Excellent communication and inter-personal skills.
        • Demonstrated ability to work under pressure to manage multiple deadlines and to pay attention to detail ensuring accuracy in outputs.
        • Demonstrated preparedness to be adaptable and to learn and apply new systems and approaches.
        • Demonstrated ability to work effectively as part of a team to meet deadlines and project objectives.
        • Competent in the use of computer applications, and at a minimum, AUTOCAD, Excel and MS World (or open source equivalents), and
        • Demonstrated ability to work in a multi-sector team and to interact with partners of different background (communities, provincial works departments, NGOs, private sector, Government agencies).

        The Procurement Officer will work with the PMU in the implementation of these three projects with respective implementing agencies. The Procurement Officer (Human Resource Management) will sport procurement for World Bank financed development projects managed by PMU, ensuring the procurement under those projects is carried out in accordance with the Financing Agreements and the World Bank Procurement Guidelines, and the Consultant Guidelines.

        The Procurement Officer will be contracted for two years, renewable and be based in the VMGD Project Management Unit.

              Criteria: 
              • At least three (3) years' experience in position with similar responsibilities in the field of recruitment, personnel, human resource management, procurement or project management.
              • University or technical college qualification in a relevant field (for example business management, project management, procurement or human resource management.
