The national Bank of Vanuatu is seeking to recruit a qualified and experienced person to fill the above challenging role of Property Supervisor.

The Role:
This is a senior position and requires a committed person who will be responsible for managing and maintaining the premises of the National Bank of Vanuatu (NBV) by contracting for maintenance, services, supervising repairs and assist senior management by monitoring and makes recommendations to improve property operations and inspect the NBV property monthly to ensure the highest standard are maintained.

It is expected that the successful applicant will possess:

Job Description:
CARE International in Vanuatu is looking for a woman or man to implement WASH programs (situational assessments, water and sanitation improvement and hygiene promotion) as part of the Cyclone emergency response. The successful candidate would ideally have experience working on water supply systems in Vanuatu and would have the skills to ensure that women, young people and people with disabilities participate in and are involved in decision making around WASH issues. The role involves working in a team and would coordinate with Government, Community and other WASH organisations in Tafea Province. The candidate would ideally be available to work for all or part of the period between July-October 15.
Key Responsibilities:
  • The WASH Officer will work under the WASH Coordinator to ensure that consistent high quality, water sanitation and hygiene activities are undertaken.
  • Develop and maintain contacts and networks with community, government and other WASH implementing organisations.
  • Travel to TAFEA region to implement WASH programs (situational assessments, water and sanitation improvement and hygiene promotion).
  • Work with project teams to implement CARE WASH programs.
  • Assist the WASH coordinator complete technical assessments and implement WASH interventions.
Coordination and Representation: % of Time:  40%
1.    Represent CARE at WASH cluster meetings.
2.    Represent CARE’s WASH program at the local level with Government, community leaders and other agencies.
3.    Involved in the development of new WASH proposals in collaboration with the WASH Coordinator, logistics, finance, HR, and program staff.
4.    Involved in the preparation of donor technical reports with accurate information.

Programme Technical: % of Time:  40%
1.    Ensure compliance with CARE’s Gender standards are promoted in the WASH response.
2.    Ensure women, young people and people with disabilities participate in decision making around WASH issues.
3.    Ensure that all work is carried out in a way that is sensitive to community needs that CARE’s program creates harmony in communities at all times.
4.    Assist in the implementation of appropriate monitoring activities for all WASH activities.
5.    Assist in ensuring systems are in place for the operation and maintenance of all water supplies and sanitation facilities, including the provision of all necessary trainings to community groups.
6.    Assist the WASH Coordinator in the selection, design and construction of water systems, including abstraction, storage, treatment and distribution for new systems or rehabilitation of existing systems.
7.    Assist in sanitation consultation to ensure sanitation systems are installed, in consultation with the beneficiaries, which includes PHAST /CLTS and other excreta disposal options, refuse disposal, vector control and drainage.

Human Resource Management: % of Time - 10%
1.    Coordinate and manage field visits.
2.    Coordinate with other members of the project team and with staff of other organizations
3.    Assist in coordination, joint planning and implementation, between the WASH teams, Shelter, Distribution, Livelihood, Nutrition and other so that the activities could complement each other.

Logistics and Supply Management: % of Time - 10%
1.    Ensure proper verification of all WASH supplies before procurement and delivery to the project sites in collaboration with the WASH coordinator and logistics team.
2.    Work with the Logistics team to develop a procurement plan for WASH supplies during humanitarian response with assistance from WASH Coordinator.
3.    In coordination with the Logistics team, ensure effective supply chain management for delivery and management of WASH materials and supplies for programs.
4.    Together with the Logistics team, ensure donor regulations on procurement are complied with at all times and where possible waivers are sought for during the proposal designs.

  • Ability to communicate with confidence, diplomacy and tact in order to network with people at managerial and, on occasions, senior government levels

Job Description:
The Vanuatu Department of Agriculture and Rural Development & the United Nations Development Programme, invites applications for a Risk Resilience Coordinator to be based in Port Vila, Vanuatu. This position will be to provide support for the integration of climate, environment and disaster risk into the Ministry of Agriculture, Livestock, Forestry, Fisheries and Biosecurity (MALFFB) on its whole but with special attention to the Department of Agriculture and Rural Development (DARD). This integration will be done with a strong focus on the operationalizing of the National Agriculture Sector Policy and coordination of recovery processes during times of disaster.

The successful applicant will possess the following below.

Criteria: 
  • A recognized degree in climate change, disaster risk management, environmental management, food security or agriculture from a recognized institution.
  • 5 years previous experience in climate/environmental change and/or disaster risk management related to food security and livelihood.
  • Previous experience liaising with a diverse group of stakeholders.
  • Experience engaging with sector and division planners, local communities and relevant stakeholders.
  • Leadership capability including being a good role model for subordinate staff.

Final Evaluation of the Community resilience and coping with climate change and natural disasters in Vanuatu Project


Job Description:
The UNICEF Pacific office is looking to engage a consultant to document the achievements, constraints, challenges and lessons learned of the Project.  The evaluation is being carried out at this time as the project has been completed. 

The overall responsibility for commissioning the evaluation will be led by UNICEF in consultation with an Evaluation Reference Group with representatives from each of the agencies involved in the Project including the Vanuatu Department of Local Authority, UNICEF, UNDP and FAO.  The Evaluation Reference Group is responsible for quality assurance of the evaluation and will be formally consulted in regards to the Inception Report and Final Report (please see work schedule below), including all relevant provisions regarding ethical standards.

The consultancy is to carry out this evaluation of the Project in relation to the 10 project site area councils targeted since the MTR.  It is expected to cover Project components implemented by UNICEF, UNDP, FAO and the Government of Vanuatu.  It should consider the entire time frame of the project from 2011 to 2015.  Fieldwork should be carried out at appropriate locations.  Locations worst affected by Tropical Cyclone Pam, in particular on Tanna, should not be considered for field work as those communities are still recovering.  However, as there is anecdotal reporting that communities that engaged with the project were more resilient to Cyclone Pam, efforts should be made to consult with moderately affected communities.

Remuneration and type of contract
  • The consultant will be required to work on a Purchase Order (PO) contract with UNICEF Pacific for a period of 30 working days over a period of 35 to 50 working days (depending on timing of field visits)

  • He/she is entitled to organize his/her travel from home base to Vanuatu on the most direct and economical route and will be reimbursed accordingly.
