Organisation Description:
Wan Smolbag Theatre is a fast paced and dynamic organisation with 142 staff across it's three centers in Port Vila, Luganville and Haulua. WSB has youth programs, health programs, sports, film, theatre and enviroment programs.
VANUATU AQUATICS
Vanuatu Aquatics Federation (VAF) is the national governing body for aquatic sports in Vanuatu. VAF administer competitive swimming in accordance with FINA and the VAF constitution. They provide programs and services for VAF members, supporters, partners and the interested public.
VAF is responsible for the development of aquatic sport in Vanuatu and the development of a high performance swim program. Given the early stages of formal aquatic sport in Vanuatu, the federation is mainly focused on grassroots development and increasing participation at community level across Vanuatu (specifically SHEFA province and SANMA province).
VAF's vision is to provide the opportunity for members to develop the life skill of swimming in an open and supportive environment. VAF inspires and enables members to achieve their 'own excellence' in the sport of swimming and in life. VAF is committed to continuous learning and to achieve excellence in our sport.
SUMMARY OF PROGRAM
Previously, VAF and Wan Smol Bag, Swimming Australia and Oceania Swimming partnered to deliver the Let's Swim program under the Pacific Sports Partnerships supported by the Australian Government. In 2020, VAF has partnered with Wan Smol Bag to deliver the new regional Australian Sports Partnerships Program Team Up, supported by DFAT and managed regionally by GHD.
The Team Up program is an Australian Aid funded program to deliver targeted sport for development activities that focus on gender and inclusion. The overall goal of the Team Up Let's Swim Vanuatu programs is that women, girls, vulnerable groups of youth and people with disabilities are healthy and safe and have a good quality of life in an inclusive society through sport.
The end of program outcomes are focused on
1. Women and girls are knowledgeable empowered leaders in their team or community
2. Teams or Communities view PLWD as a valued member of a sports team, community or group
3. VAF is valued as a safe, high quality program that meets the expectations of communities and schools as being more inclusive of women and PLWD
4. The national and international community value and acknowledge Australia's contribution to sport for development and collaboration with local partners
Job Desctiption:
SUMMARY OF POSITION
You will lead a team of 3-6 people in implementing this program across communities in SHEFA and one off programs in SANMA, maintaining excellent working relationships with relevant stakeholders in gender, inclusion and in sport both locally and regionally and completing reporting requirements directly to the donor.
This main responsibilities of this position are:
• Oversee and lead all program management elements of Let's Swim Vanuatu Team Up program, with key responsibilities in
o financial management and acquittal support
o quantitative and qualitative reporting
o program implementation
o team and staff management
• Ensure all contractual agreements with donors are met
• Ensure effective and inclusive strategies for activity delivery that also mitigate risk are developed
• Organise programs and activities in accordance with the PSP workplan
• Manage partnerships with local government, sporting bodies, NGOs and private sector stakeholders to ensure the program goals are met.
• Seek out opportunities for program growth and additional funding, supporting grant proposal process with VAF and WSB

PERSON SPECIFICATION
Skills/Abilities:
• Ability to motivate, manage, and lead others to achieve their full potential
• Excellent team planning and organisational skills
• Ability to produce accurate and timely reports in English
• Excellent and timely email communication skills
• Excellent budgetary planning and monitoring skills
• Excellent computer skills, especially the use of Microsoft Excel and Microsoft Word and knowledge of Smarty Grants
• Fluent spoken and written English and Bislama, a high level of English literacy required
Knowledge/Experience:
• 7+ years experience in managing people
• 7+ years experience in building and maintaining effective relationships with communities and governments/NGOs in a cross-cultural environment
• 10+ years of extensive experience in report writing and budget monitoring for donors such as DFAT
• 10+ years experience in implementing community programs in community development, youth empowerment, training or other related field
• Experience creating and implementing safeguarding and child protection policies
Qualifications/Accreditations:
• A post graduate qualification and/or relevant experience.

Salary:
Remuneration: 1,600,000 – 2,000,000 vatu (dependent on experience) *Possibility of expanded role dependent on funding
