Job Desctiption:

Selection Criteria:
- Bachelor's degree preferred in a commercial or hospitality subject matter.
- Strong knowledge of accounting fundamentals and taxation.
- Solid financial analysis skills and knowledge of Labour Act and other regulations related to remuneration of the work force.  
- Experience with Payroll processing
- good team player, excellent communication skills and an ability to work collaboratively.

Your duties will include:
• To meet with complainants wishing to raise complaints with regards to corruption.

• To arrange meetings for furthering of complains with other government departments or agencies.
• To complete any required professional work under the supervision of Chief Executive Officer.

• To assist with development of staff training especially in procurement, tendering, UNCAC and human rights areas and being liaison staff member to ensure compliance is being adhered to by the various public agencies
• To be assigned some tasks within other projects including human rights or education matters
• To assist with preparation or perusing any training materials developed to ensure compliance with the laws and/or projects is maintained
• To ensure you have a valid passport so you may be assigned to attend any workshop, training or other activity outside of Vanuatu at short notice
• To offer all or any assistance required to any project running under Transparency with input into radio programs, forums, discussions etc which may from time to time form part of the Transparency program

Specific Responsibilities
1. Provide legal advice to the Chairman, Board of Directors and Chief Executive Officer.
2. Review all issues affecting the lives of the people, including current political issues and social issues.
3. Takes a leadership role in advising the Board on Bills and Legislations being discussed by the Parliament.
4. Liaise with Ombudsman Office, Police, Faith-based organizations, Civil Society Organizations and other NGOs on issues currently affecting the lives of the communities.
5. Cultivates a strong partnership with the Board of Directors in setting policies consistent with the mission of the Transparency International Vanuatu. Works, as needed, with all standing and ad hoc committees of the Board.
6. Work with URA on the proposed work plan of "Utilities Awareness" in line with the MOU signed between TIV and URA.
Public Relations/Advocacy
1. Promotes Transparency International Vanuatu's visibility and welfare through participation and membership in community forums, civic organizations and activities that are aligned with Transparency International Vanuatu's mission and vision.
2. Advocates at the national, regional and international levels, policy issues that impact people within the communities.
3. Represents Transparency International Vanuatu (TIV) in all media relations by participating in interviews, developing press releases and all other media type engagements.


Selection Criteria:
QUALIFICATIONS
1. Legally qualified and Certified to Practice in Vanuatu, including taking cases to Court.
2. A minimum of 5 years non-profit work experience in comparable fields.
3. At least 3 years of demonstrated success in staff leadership, fundraising, partnership development and financial management.
4. Demonstrated success of effectively leading change and organizational growth through strategic planning.
5. Demonstrated knowledge of policy issues that are faced by people within the communities.
6. Demonstrated success in acquiring agency support through successful grant applications and general fund raising.

Background
The Vanuatu Internet Governance Forum (Vanuatu IGF | VanIGF) is an initiative of the people
of Vanuatu, supported by the Government of the Republic of Vanuatu and the office of the
Telecommunications Radiocommunications and Broadcasting Regulator (TRBR). Vanuatu IGF
serves as a platform for dialog, discussion, and collaboration in addressing internet
governance matters in Vanuatu.

Job Desctiption:
As a recognized National IGF initiative and in line with the UN IGF requirements we must establish a Vanuatu IGF
Multistakeholder Advisory Group (MAG). MAG members will serve in their personal capacity for a period of 2 year, and are expected to have established networks within their stakeholder communities.

Composition of the Multi-stakeholder Advisory Group
The Government of the Republic of Vanuatu with its Stakeholders must have a MAG representative. It is an ideal multi-stakeholder approach to ensure the Vanuatu IGF MAG
incorporates representatives from Internet Service Providers (ISPs), Standards and Regulatory
Bodies, Private Sector (ICT, Finance, health, etc.), Non-Government Organizations, Academia,
Law enforcement and the government of Vanuatu. Such diverse approach would strongly
characterise as an effective Internet Governance Forum MAG to adequately serve and provide
efficient advisory roles to the Vanuatu IGF.

Scope of Work
The primary purpose of the MAG is to work alongside the Vanuatu IGF Secretariat as an
advisory or expert group to advice and support Vanuatu IGF on the programme and schedule
of the Vanuatu IGF annual meeting. Concerted efforts should be made by the MAG to improve
the Vanuatu IGF process through community consultations, outreach and stakeholder
engagement. The MAG is expected to carry out the following tasks:
1) Work with the Vanuatu IGF Secretariat and develop the detailed programme and schedule
of the annual Vanuatu IGF meetings, including the identification of themes, sub-themes
and issues taking into account inputs of all relevant stakeholders;
2) Determine how best to plan and organize the annual Vanuatu IGF meeting;
3) Organize main sessions and where necessary participate in dedicated thematic working
groups;
4) Select workshops and facilitate the organization of workshops;
5) Coordinate panels and provide support and guidance to panellists, moderators and
speakers at the Vanuatu IGF meeting;
6) Work with the VanIGF secretariat to develop annual workplan;
7) Promote the work of Vanuatu IGF in their network.

Individual Member Responsibilities:
As a member of the Vanuatu IGF MAG you are expected to engage actively in all monthly
meetings of MAG throughout the year, in both physical meetings and virtual meetings.
Specifically, each Vanuatu IGF MAG member is expected to carry out the following tasks
throughout the year:
1) Attend up to 2 MAG physical meetings per year; if physical presence at the meetings is
not possible, every effort should be made to participate online;
2) Participate actively in the approved Vanuatu IGF annual events;
3) Engage in outreach communication to the wider community and bring other networks
related to Internet governance into the Vanuatu IGF MAG discussions and planning;
4) Explore and assist with new fundraising opportunities, assist with sourcing financial
contributions to the Vanuatu IGF operations to ensure Vanuatu IGF is financially
sustainable;
5) Identify emerging Internet governance issues and other areas in need of discussion,
research or make recommendation.

This is a voluntary role and no remuneration is paid, however, a reference letter will be
provided upon request.

development;
 Excellent verbal and written communication skills and demonstrated experience
working with multi-stakeholders including senior government officials, donors,

supervision;
 Currently working in the telecommunications (ISP), private sector ICT and government
ICT department would be a bonus; and
 Fluency in either English, French or Bislama is required;

• Assisting  all TIV staff with matters requiring promotion through the media including coordinating radio programs, ensuring all topics are properly prepared and development of their content prior to presentation
• Preparing and developing all materials related to project development  such as pamphlets, brochures, layout and working with the Project Coordinator as to content and updating any documents requiring reprinting
• Maintaining TIV Website and Facebook page  and regularly updating both medium to ensure up-to-date topics are included and monitoring negative feedback
• Contact for TI-S  on matters of surveys, preparations of articles of Annual Reporting, input required for TI-S including being the main contact liaison person for the CPI.
• Preparation of all Transparency Vanuatu material required to be delivered at Pacific Meetings or Annual General Meeting level
• Maintaining the Members  of Transparency Vanuatu in all media circulations, newsletters and events undertaken by Transparency
• Ethical  approach to all matters undertaken and to follow the core values of Transparency Vanuatu
• Monthly Reporting  update on activities undertaken to be provided to the Chief Executive Officer on the status of activities being undertaken so the Transparency Annual Workplan can be updated and reporting to the Board is maintained


Selection Criteria:
QUALIFICATIONS
1. A Tertiary qualification in Journalism.
2. A minimum of 5 years non-profit work experience in comparable fields.
3. At least 3 years of demonstrated success in investigative journalism is an advantage.
4. Demonstrated success of effectively leading change and organizational growth through strategic planning.
5. Demonstrated knowledge of policy issues that are faced by people within the communities.
6. Strong and effective oral and written communication skills.
7. Personal qualities that include integrity, commitment to TIV's mission, respect for diversity and the ability to inspire and motivate.
8. Must be Microsoft Office proficient, i.e. Word, PowerPoint, Excel, etc.



Salary:
Vt720,000 per Annum
