Organisation Description
Founded in 1982, Vanuatu Red Cross Society (VRCS) is a major stakeholder in the humanitarian system. The Society is recognized by the Government as auxiliary to the public authorities in the humanitarian field in accordance with the provisions of the First Geneva Convention. The organization is also one member of the National Disaster Committee. 

VRCS has identified Disaster Management and Disaster Preparedness as one of its main areas of intervention with a particular focus on community based disaster preparedness. It also implements a Health Program, whose main components are First Aid and Hygiene Promotion. The organization also encourages Youth participation and promotes the International Humanitarian Law.

VRCS has branches in 6 different provinces and numerous sub-branches. It can also rely on a solid network of trained volunteers all over the country. Around 30 staff members are currently working at HQ in Efate, while around 20 are working in the other islands.

Job Description
This position will support the development and implementation of effective planning, monitoring and evaluation, to facilitate quality project management, to guide strategic and operational planning and to support reporting to stakeholders. A key responsibility will be to assist the Society in the transition from TC Pam recovery to normal operations through the finalisation of the 3-year operational plan and partner aligned support plan. This position ensures the production of quality proposals, appeals and reports and timely delivery to donors and other stakeholders. A further responsibility is the oversight of gender and protection matters relating to all projects. 
Selection Criteria
• University degree in a relevant field
• Exceptional written and oral communication skills in English (Bislama and/or French would be advantageous)
• Excellent organisational ability, including time management skills
• Strong attention to detail
• Excellent interpersonal skills
• Sensitive to cultural and regional issues
• Experience in project planning, monitoring and evaluation
• Previous staff management experience
• Strong background in report writing, including analysis and presentation of both narrative and financial information
• Advanced skills in computers, including Word, PowerPoint, Excel, and photo editing
• Previous experience in working for a humanitarian organisation
(Red Cross/Red Crescent experience is preferred)
