Job Description:
The Department of Environmental Protection and Conservation implements the Montreal Protocol which is the international law on substances that destroy the Ozone Layer. The Multilateral Fund funds the projects; HPMP and Vanuatu Institutional Strengthening projects fund activities that contribute to phasing out the use of substances that destroy the ozone layer. These substances we refer to as Ozone Depleting substances. The Montreal Protocol work will now extend to dealing with potent global warming gases. The administrative and finance assistant will be assisting the National Ozone Officer to implement the Montreal Protocol whose project activities will continue to beyond 2020.  For more details on the ToR for this job, please contact Roselyn Bue in the Department of Environmental Protection and Conservation.

The job roles include:
1. Administration-related Tasks:
The Administration & Financel Assistant should carry out, but not limited to, the following tasks.
  • Provide administrative support for day-to-day management of the National Ozone Unit (NOU)
  • Provide support for the preparation, processing for approval and signatory of NOU's official letters, and other official documents i.e. Small Scale Funding Agreement (SSFA) etc.
  • Assist the national ozone officer to coordinate with other stakeholders
  • Manage the logistics and assist the national ozone officer and team members in the delivery of meetings, seminars, exhibition, workshops, mission, field visits, and other Montreal Protocol related activities including travel request
  • Archive documents and maintain the filing system and asset of the NOU related to the projects and periodically update inventory of equipment procured under the projects
  • Carry out procurement process and ensure compliance with the government guidelines
  • Carry out other functions as assigned by the national ozone officer.
2. Financial-related Tasks:
The Administration & Finance Assistant should carry out, but not limited to, the following tasks.
  • Manage the project accounting system effectively in light of the national accounting rules, regulations
  • Maintain financial transactions in all cases, in project accounts accurately and timely, in accordance with the project requirements and agreed financial policies and procedures for the project
  • Establish and maintain adequate internal control for the management and accounting for project income and expenditures
  • Assist in timely preparations of all accounting & finance related reports, such as regular accounting entries, monthly and yearly closing balance accounts, monthly cash forecast, quarterly budget forecast, annual budgeting etc.  The consultant will be responsible for preparation of financial expenditure report and cash advance statement as per UNEP requirement.  These reports shall be submitted as per the requirement of government agencies and UNEP
  • Carry out other functions as assigned by the NOU.

  • Possess good communication and computer application and organizational skills
  • Have passion for service; pleasant and outgoing personality; smart, neat and tidy appearance at all times
  • Must have sound knowledge of the government SMARTSTREAM system
  • Be a person who is willing to learn new things, and in this case, issues relating to ozone and the Montreal Protocol
Qualification and Experience:
  • Cert IV or diploma in Admin and finance
  • Minimum of 2 years experience in the Vanuatu government system.
