Job Description:

Role
TRR is seeking a Telecommunications Regulatory Market Monitoring, Competition and Legal Compliance Manager to lead and coordinate our regulatory market monitoring, competition, legal and compliance responsibilities in the Telecommunications sector. The role includes:
  • Working effectively with the Regulator and Coordinate the Market Monitoring and Competition Unit to achieve or deliver on projects on expected timeframe
  • Coordinate, provide support and assistance on ongoing projects and provide report to the TRR
  • Manage, administer and report on all Market Monitoring and Competition matters, to the Regulator
  • Lead, conduct analysis and report on access and inter-operator disputes and cases when and as required
  • Conduct analysis and report on any improvements that needs to be implemented
  • Coordinating Market Monitoring and Competition and support on Universal Access and Universal services Fund and Policy issues
  • Lead and maintain TRR’s  strong and independent relationship with its stakeholders
  • Make sure all TRR policy guidelines enforced and implemented
  • Work cooperatively with all TRR Managers and team members
  • Lead coordination on TRR’s Market Monitoring and Competition projects as directed and assigned by the Regulator
  • Ensure TRR’s integrity, security of TRR’s core Market Monitoring and Competition systems and operations are always maintained
  • Review Market Monitoring and Competition policies on its effectiveness and report to the TRR
  • Effectively manage the Market Monitoring and Competition members of the team on assigned project initiatives
  • Proactively support preparation and finalization of TRR Reports, such as TRR’s Annual Reports, Sector reports, UAP Reports and other required Donor Reports
  • Understand, coordinate, conduct analysis and report on Vanuatu’s ICT/Telecommunications statistics, working closely with the Technical team
  • Lead and coordinate matter and issues related to Interconnection, submarine cable issues, Licensing issues, disputed commercial arrangements on interconnection, Market Competition activities related to Internet of Things, Over the Top Services, Convergence, Internet Exchange Point, advertising, promotions of Telecommunications services in Vanuatu and other related matters brought forward to TRR’s attention for mediation
  • Lead, coordinate, promote and manage the implementation of the Market Competition Guidelines
  • Lead, coordinate and manage implementation of Licence obligations and the TRR’s Legislation obligation mandated for appropriate stakeholders/parties to deliver on or comply with
  • Work effectively with the ICT Manager and the Regulator to monitor the internet Market state and other Internet Regulatory issues
  • Develop appropriate guidelines and other required regulatory framework to ensure sustainable market Competition in Vanuatu
  • Enforce relevant parts of the legislation to promote and maintain sustainable market Competition in Vanuatu
  • Project managing appropriate and assigned TRR internet market services, other Internet and Mobile related activities and or projects in support of TRR’s objectives, the Government policies (National ICT, Cybersecurity and Universal Access), consumers, licensees and other appropriate stakeholders
  • Advising on and developing appropriate policies, regulations, guidelines, processes & procedures for market competition activities such as advertising, promotions and other issues concerning mobile and internet provision and use within Vanuatu
  • Work effectively with the Regulator to monitor the internet Market and other Internet Regulatory issues
  • Take a leading role on required regulatory cost model
  • Monitoring of Telecommunications Services market price
  • Providing high-level guide on Market Monitoring and Competition matters, including internet market, analysis, advice and guidance to TRR and industry
  • Effectively and efficiently supervise and manage all Market Monitoring, Competition and legal team members
  • Representing TRR and interfacing with appropriate intergovernmental organizations, international bodies and other institutions on internet, internet governance and consumer matters as required and deemed necessary.
    Criteria:
    Required Experience and Qualifications
    The applicant should have the following combination of qualification and experience:
    • The  applicant must have a  degree and preferably a post degree in Economics or Accounting or  related subject
    • The applicant must have at least 5 years’ experience in the management preferably in the telecommunications sector fluent in English, Bislama, and French will be an advantage
    • Proven background and experience in market competition, economic matters and analysis of these markets
    • A sound understanding of ICT/Telecommunications technologies, related consumer issues, internet governance and particularly, how they relate to and are used by consumers in Vanuatu
    • Demonstrated knowledge and understanding of internet and its services, market competition and economic issues and telecommunications and ICT issues, including universal access and universal service provision in the Pacific and ideally Vanuatu
    • Sound project coordination and management skills
    • Strong demonstrative knowledge and skills on market competition enforcement and compliance
    • Experience in commercial roles and understand the marketing advertisements publications
    • Excellent, high-level written and oral communication skills in English. French and Bislama is highly desirable
    • High-level computing competence in Word, Excel, PowerPoint, Project.

      Job Description:

      Role
      TRR is seeking to recruit an Engineering Officer to assist its Telecom and Radio Engineers and Manager responsible with technically focused responsibilities on Telecommunications/ICT regulatory issues. The role focuses on Technical Interconnection, Network Coverage, Telephone Numbering, Spectrum Management, Radio Licensing and Quality of Service, matters related to telecommunications infrastructure, Type approved equipment coming into Vanuatu as well as assisting with internet technical management and governance.

      Particular responsibilities include assisting TRR’s Engineers, Manager responsible and required TRR staff on:
      • Consultation with Service Providers and other required stakeholders on technical telecommunications & radiocommunications issues
      • Frequency planning , Allocation, administration, assessing market needs
      • Spectrum Management: Strategies for planning & managing spectrum for services, audits, monitoring & interference
      • Providing technical support & advice for Radio licensing, liaising with telecommunications equipment vendors, assessing equipment compliance to approved standards
      • Spectrum Management including strategies for planning and managing spectrum for next generation networks (NGN) and Long Term Evolution (LTE) wireless mobile communications
      • Performing spectrum audits, monitoring of interference and ensuring compliance as and when needed
      • Engineering aspects of interconnection, infrastructure sharing, monitoring of  Quality of Service
      • Telephone numbering: National Numbering Plan, maintaining numbering records, coordinating with the ITU on international numbering systems
      • Technical implementation of Universal Access Policy Projects
      • Assistance on Technical Coverage Auditing
      • Maintaining a telecom GIS database for Vanuatu
      • Providing technical support and recommendations for Radio licensing
      • Monitor and resolve interference issues and complaints filed to TRR for mediation
      • Liaising with telecommunications equipment vendors for introducing new equipment in the market, assessing equipment compliance to approved standards and award approvals
      • Performing regular audits and ensuring compliance on imported telecommunications equipment
      • Monitoring and Auditing of Quality of Service standards for telecommunications services across Vanuatu
      • Telephone numbering issues including TRR’s National Numbering Plan, and maintaining the records of the numbering system administered by TRR including coordinating with ITU on international numbering systems

      Desirable Qualifications and Experiences include:
      • a Degree in Telecommunications, Radio Engineering, ICT or a relevant discipline, & 3 or more years of relevant telecommunications & ICT experience; or
      • an equivalent combination of education & experience. However, new graduates in telecom/ICT are encouraged to apply and are eligible for consideration

      Job Description:

      Role
      TRR is seeking a Reception/Administration Officer to fill in the role. The Reception and Administration Officer will play a key and important role in supporting and coordinating TRR’s front office and administrative related responsibilities in the TRR’s daily operations, and in accordance with the Telecommunications and Radiocommunications Regulation Act 2009 (the Act).

      The role includes:
      1. Understanding of the Vision, Mission, and Values of TRR
      2. Ensure smooth administrative and logistical support to all TRR units and staff including the Regulator
      3. Perform routine clerical and administrative responsibilities
      4. Provide support and assist other units within TRR as required.
      In particular, the Reception and Administration Officer will be working closely with the Corporate Team. The Reception and Administration Officer must work cooperatively with industry, consumers, and TRR’s key stakeholders including the Government.   The Officer will also work closely with other TRR team members across all units; including Market Monitoring, Competition and Legal, Technical and UAP, Consumer Affairs and Internet Governance, Corporate Affairs and the Regulator.

      The applicant should have the following combination of qualifications and experience:
      • A certificate in office management and/or administration
      • General office experience, familiar with office processes such as filing, banking and administrative work experience; or an equivalent combination of education and experience
      • A good understanding of Telecommunications technologies and ICT in Vanuatu
      • Excellent written and oral communication skills in English. A good working knowledge of French and Bislama in addition is ideal
      • Excellent computing skills and proficient of office computer systems including Microsoft Office applications.
