The Organisation |
Consulting Vanuatu Ltd manages the Vanuatu Health Resource Mechanism (VHRM) on behalf of DFAT’s Australian Aid Program. Under this mechanism, advisers are engaged to work within the Vanuatu Ministry of Health to provide support in systems strengthening and capacity building. |
The Position |
This position will be responsible for applying the internal controls of the Ministry of Health's financial management systems and to protect Australian funding from fiduciary risk, with a particular focus on funding associated with humanitarian relief and recovery. They will also provide a final level of oversight and assurance on approvals to spend Australian funds using Government of Vanuatu Public Financial Management and procurement systems, ensuring that expenditure is in line with approved budgets. |
Essential Selection Criteria |
► Appropriate Pacific-level qualifications in Accounting and Finance. |
► Experience managing funds through Government of Vanuatu systems. |
► Strong financial management and reporting skills with specific knowledge of financial management practices within the Vanuatu Government. |
► Proven management, organizational and communication skills. |
► Clear Police record. |
Desirable Selection Criteria |
► A tertiary degree in financial management and/or accounting is desirable but relevant experience will be taken into account. |
► 5-10 years’ experience in accounting, preferably in government. |
► Experience with financial reporting and Vanuatu Government financial management information system (Smartstream) highly desirable. |

Essential Selection Criteria |
► Knowledge and experience of, and preferably certificate in, Microsoft Office products (Word and Excel). |
► High School graduate with additional professional studies |
► Experience using office equipment including scanners. |
► Good personal organizational skills, with an ability to stay focused on assigned tasks. |
► Good typing speed and accuracy. |
