Job Description:
Oxfam is seeking a passionate gender justice advocate and skilled program manager to lead our Gender Justice and Livelihoods program. The role will provide strategic leadership and management to foster impactful partnerships with communities, civil society organizations, government and private sector stakeholders for gender-just social and economic empowerment.

Criteria:
You will have:
  • Five years’ experience in the design, delivery, monitoring and evaluation of development programs, especially those focused on transforming social norms for gender and economic justice
  • Proven management and supervisor experience in motivating and leading teams and stakeholders
  • Experience in convening and facilitating networks and partnerships and successfully delivering collaborative initiatives
  • Demonstrated experience influencing policy or practice change, especially related to gender equality and human rights
  • Experience in integrating woman’s right and gender justice across all aspects of a program
  • Experience building gender just organizational and team cultures, including strengthening the gender capacity of staff and developing/implementing organizational gender policies
  • Experience in liaising with community, government, civil society, private sector and donor stakeholders
  • Experience in successfully managing budget and donor funding/contracts

    Position Objective:
    Support and monitor the 2 community based sanitation enterprise construction team in Blacksand and Erakor Half

    Background
    Live & Learn will support local community-based enterprises to effectively deliver sustainable sanitation and hygiene services to urban informal communities through development of supportive sanitation markets and enabling environments. A key mechanism for advancement of urban sanitation and innovation will be through empowering local communities and mobilizing multiple changes agents and creating partnerships between these. Environmental health risk to children from flooding and disaster are key demand triggers, and an inclusive approach will ensure women will play a leading role and sanitation facilities are safe and accessible for people with disabilities, the elderly, and children.

    Criteria:
    Qualifications/Experience:
    • A tertiary qualification in a relevant field of building design, construction or plumbing
    • At least five years’ experience in constructing or plumbing /sanitation.
    Experience in project costing, quantity surveying and budgeting

    Skills/Abilities:
    Essential:
    • Proficient oral and written communication skills in English and Bislama with some understanding of French is required 
    • Review and assess existing and potential supply chain actors, and demand and size of target market
    • Support the day to day activities of each CBSE construction team, including technical mentoring, logistics and organization of activities
    • Record and update toilet costing and material lists on weekly or monthly
    • Contribute to improving the design of toilet options that the community based sanitation enterprise (CBSE) are using for toilet construction
    • Co-ordinate and communicate activities with LLV WASH staff on daily basis and help support WASH staffs for activities related to the sanitation enterprise
    • Support community-based sanitation enterprise development, in liasing with hardware and suppliers
    • Engage with stakeholders from community level, to supply chain actors, government staff, and other relevant contacts. This includes supporting and coordinating the national sanitation marketing working group with stakeholders from key government departments
    • Commit to developing an excellent working knowledge of climate change, water, sanitation, health & hygiene management issues
    • Provide budgets, reports and acquittals on fieldwork as required by the Live & Learn Good Practice Manual
    • Undertake monitoring and evaluation as required through the project. This includes baseline assessments, regular updates, and collection of feedback for refinement of sanitation marketing models
    • Undertake reporting requirements to WASH Program Manager, Live & Learn Vanuatu management, as well as to donors
    • Any other tasks required by the WASH Project Manager, Technical Advisor – Construction and the Live & Learn Management team.

          The Vanuatu Monitoring, Evaluation and Research team is a Vanuatu team of experienced professionals working on aid and development projects. We conduct 

          • research activities such as: surveys, consultations, focus groups and case studies

          • logistics for agency evaluation and monitoring missions and 
          • locally staffed evaluations within Vanuatu.
          VMER are looking for experienced, capable, reliable members to expand our existing team of Ni-Van M+E consultants. Note, this is not a full-time position - as a consultant you will go on the register to be contacted when research opportunities arise, and will be paid at very competitive consultant daily rates. We are interested in consultants located in any of the islands of Vanuatu.

          Criteria:
          We’re seeking people with a range of experience to join the team. Selection criteria includes:
          Essential:
          • Experience in monitoring, or evaluation, or research activities, or survey administration 
          • Committed and professional in your approach to work 
          • Honest and able to manage sums of money for expenses, and collect and record receipts for all expenditure
