Call for Consultancy: Midterm Review (MTR) of Oxfam Country Strategy (OCS) Oxfam in Solomon Islands (OiSI)

Job Description:
Oxfam in the Solomon Islands is calling for expressions of interest from independent consultants/ contractors to support OiSI team to review and reflect on progress and gaps in achieving external and internal change goals, context, partnership and leadership capacity and to revise the country strategy, this include:-  
  1. A participatory country strategy review workshop and a brief workshop report outlining the process findings and recommendations (maximum 6-7 pages, excluding annexes).
  2. A revised country strategy, including, but not necessarily limited to:
  • An updated contextual analysis
  • A summary of Oxfam’s added value and role
  • A series of overarching influencing priorities for the country programme. Including a power analysis/stakeholder analysis[1]
  • A cohesive Theory of Change (ToC) for the country programme and each of its change goals
  • Oxfam’s commitments towards enhancing local partner capacity 
  • Alignment with Oxfam International (OI) change goals and Oxfam in Pacific (OiP) regional strategy and Oxfam 2020


[1] Some progress towards this objective has already been completed, for example OiSI developed an EVAW Influencing Strategy in 2017 and a number of influencing priorities have been articulated in a newly funded social accountability project managed by the Active Citizenship team.
    Criteria:
    Expected Profile of the Review Consultant.
    The prospective consultant(s) should have an appropriate balance of management and technical skills in conducting an assignment of this nature.

    The consultant is expected to hold the following qualifications to be eligible for this piece of work:
    • A recognised university degree in social development, NGO Management or related social science (at a minimum of Masters Level) or the equivalent in field experience
    • Sound knowledge on rights based development, program designing and strategic planning and aid effectiveness
    • Knowledge of the Pacific region (experience working in Solomon Islands would be an advantage)
    • A track record of successful consultancies of a similar nature task
    •  Minimum of five years’ experience in the development sector
    • A demonstrated high level of professionalism and an ability to work independently
    • Excellent interpersonal, facilitation and communication skills, with the ability to deliver engaging and participatory group activities
    • High proficiency in written and spoken English.

      1. A cover letter (1 page maximum) that briefly outlines the consultant’s skills and experience and interest in the role.
      2. A technical proposal (2 pages maximum) that outlines their approach to the assignment (including methodology) and how they will complete the assignment (work plan).
      3. A financial proposal in Solomon Islands, Australian or United State dollars (1 page maximum) that includes the consultant’s daily rate and all other costs associated with the assignment, including travel, accommodation, printing etc.
      4. A CV for each consultant (3 pages maximum) involved in the assignment, which includes at least two professional references.

        Job Description:
        Peace Corps Vanuatu wishes to recruit a highly qualified candidate to serve as Executive and Communications Assistant to the Country Director (CD). The Executive and Communications Assistant provides direct secretarial and administrative support to the CD; maintaining the CD’s calendar and all staff calendar; screening and responding as appropriate to phone calls, correspondence, responding to other inquiries; assisting in managing the Post’s print and electronic communications including the annual report, the monthly newsletter and maintaining a lively web presence; as well and performing other duties that might be assigned by the CD.
            Criteria:
            Requirements: Applicants for this position must demonstrate the following capabilities:

            Qualifications: Applicants for this position must demonstrate the following capabilities:
            • Five years administrative office experience, preferably as an executive secretary or executive assistant; preference will be given to individuals with public relations and/or communications backgrounds.
            • Ability to initiate the preparation and writing of reports, meeting minutes, and executive correspondence.
            • Strong problem solving and organizational skills with the ability to coordinate a variety of projects simultaneously, create priorities for projects and tasks, and expedite urgent matters.
            • Demonstrated skill in interpersonal communication and the ability to work as part of a team.
            • Skillful at developing and maintaining efficient office systems including filing systems, checklists, task lists, records, and administrative control systems, both electronically and in hard copy.
            • Very strong typing skills (rated high accuracy at a minimum speed of 55 words per minute.)
            • Highly accurate listening and note taking skills.
            • Serve as the back-up to the Information Technology Specialist (ITS).
            • Willing to work occasional after work hours or on weekends
            • Other: Commitment to the goals and values of the Peace Corps. Proficiency in MS Office suite and ability to effectively learn PC data systems; must be able to maintain the CD and staff calendars on the Outlook Calendar; Must exhibit good judgment, courtesy, tact and the proper protocol when interacting with Government of Vanuatu, USG and other government and non-government entities, Volunteers, visitors and other members of the public. Experience with Peace Corps or United  States Government preferred.
