              DEVELOP A STRATEGIC PLAN FOR PUBLIC LAND TRANSPORT AUTHORITY

              Job Description:


              1. INTRODUCTION
              The office of the Public Land Transport Authority is a body corporate established by an Act of Parliament through Public Land Transport Act No. 4 of 2015. The core functions of the Authority are to;
              1. to oversee the carrying on of the business of providing public land transport services within Vanuatu
              2. to ensure that owners and drivers of public land transport vehicles comply with the provisions of this Act
              3. to organise trainings for owners or drivers of public land transport vehicles
              4. to set or prescribe standards that have to be met by owners or drivers of public land transport and vehicles
              5. to prescribe the system of fare levying to be used and the fare structure to be charged by public land transport operators in municipalities or provinces
              6. to advise the Minister on public land transport matters generally
              7. to register all Provincial Public Land Transport Associations
              8. to determine general and tourist pick-up areas and who is permitted to use each of these areas
              9. such other functions that may be conferred on the Authority by this Act or any other Act.
              The office of the Public Land Transport Authority is new and to provide and perform its functions, it needs a Strategic Plan to provide some sense of direction and measurable goals and help evaluate its progress in the next five years. The LTA Strategy will present the guidelines for the creation of an enabling environment for LTA to perform its functions for the next five years in order to improve further the legal, financial and institutional support system for LTA and the six Provincial Public Land Transport Associations. The Strategy will also include specific deadlines and implementing authorities, stakeholders and Provincial Public Land Transport Associations, sources of funding for the implementation of its planned activities and indicators for measuring the implementation success.

              2. INVITATION
              The Public Land Transport Authority is seeking expression of Interest from qualified consultants to with the Chief Executive Officer and Board of Directors to develop a Five Year Strategic Plan. The ideal consultant will have the following qualities;
              • Extensive strategic planning experience including ability to conduct all required research, coordinate and facilitate the planning process and create a strategic planning document suitable for presentation
              • Knowledge of the land transport systems in Vanuatu
              • Experience and ability to complete the exercise within a short timeframe
              • Knowledge of Public Land Transport Act, traffic, Road Traffic Control Act and other relevant laws of Vanuatu
              • Knowledge of relevant Government Policies pertaining to Public Land Transport in Vanuatu.
              3. OBJECTIVES
              The objective of this request for proposals is to select a qualified consultant to provide external assistance to the development of a comprehensive strategic plan. The strategic plan is envisioned to be a document based on the Public Land Transport Act No. 4 of 2015, Land Transport Taskforce Committee Outcome Report and Recommendations. It also has to take into consideration the stakeholders input and participation, Provincial context and relevant Government policies.

              4. SCOPE OF WORK
              The Consultant will work with the Public Land Transport Authority under the guidance of the Chairman and Chief Executive Officer.
              • The Consultant lead and guide the process of developing a full five-year Strategic Plan with Public Land Transport Authority and Board, the Director General and representatives of the Ministry of Internal Affairs
              • Complete a needs assessment of PLTA to perform its functions, business plans, Vision, Mission, Values and objectives of PLTA.

              The evaluation will be based on the following criteria:
              • Qualifications and expertise
              • Technical merit of the offer
              • Economic offer 
              The applicants will be selected on the basis of the above criteria. The applicant must be able to complete the Strategic Plan within a timeframe of 2-3 weeks and present the Draft to the Board of Directors by the 18th of August 2017. The evaluation of the offers received will be performed by the Chief Executive Officer, Chairman of the Board of Directors and representative from the Ministry of Internal Affairs.

              No extension of the timeframe will be allowed nor paid by the PLTA.

              Payments will be made in VATU through the normal Government payment systems. The amount paid to the consultant shall be gross and inclusive of all associated costs such as VAT, travel and accommodation costs and any other expenditure.
