Job Description:
CARE

We
are looking for a Finance Manager to join our team based in Port Vila.
The Finance Manager will manage the finance
function for the CARE International programme in Vanuatu. This position will
ensure that all appropriate finance systems, policies and procedures are in
place and in line with CARE International and donor requirements.
Your major responsibilities will be varied and will
include Compliance, Accounting, Treasury, Budgeting/Grant Management,
Reporting, Staff Training and Sub-Grant/Partner Management.
Key Responsibilities:
- Ensuring
1) adherence to CARE, donor (Australian aid, USG, EU, UN, DFID etc) and
government policies, procedures, regulations and Legislation 2) no negative
audit findings related to finance or as necessary develop corrective actions
plans are developed & implemented to address audit findings
- Providing
1) consistent and constructive support to other departments to ensure
compliance with policies and procedures 2) information to key management
personnel of any areas of concern of potential or suspected violations of
policies and procedures
- Managing all aspects of the day to day finance
function for CARE Vanuatu in both Port Vila and project site Offices
- Assist in the implementation of finance policies,
procedures and systems in all field offices
- Ensure compliance with CARE policies and procedures
in all CARE Vanuatu sites
- Review and record all transactions including cash
and bank, staff advances and timesheet management consistent with CARE policy
- Ensuring completeness of all payment documents,
timely payments to staff, suppliers and third parties, fund transfers to field
offices based on approved cash projections and schedules, cash and cash in bank
are reconciled monthly
- Act as focal point with Canberra and other donors in
all finance related matters
- Ensuring all government regulations related to
finance is timely complied (VNPF, Insurance Policies etc)
- Preparing the annual Operating budget of CARE
International in Vanuatu (CIV), assist in the preparation of grant budgets
including provision of the Shared Program Cost
- Review and lead meetings to discuss Budget Versus
Actual expenditures for all project with program and operations staff
- Preparing required donor financial reports, Shared
Program Cost allocation processes and monthly timesheet planning worksheet to
be sent to all country office staff
- Providing training to program staff on finance and
budgeting processes at least twice a year and assist project staff in understanding
and complying donor contractual requirements and project office procedures
- Providing financial capacity building to partner
organisations, review all sub grant financial reports and journal voucher to
record sub grant expenses in SUNSystem and conducting periodic financial
monitoring to all partners with on-site visit schedules agreed to with partners.
Other Duties:
- Fostering strong communication between teams and
uphold high standards of honesty and integrity in personal conduct; Promoting safe and secure work environment; a
culture of awareness; ensuring consistent application of, and compliance with,
CARE International in Vanuatu Safety and Security policies and procedures; Demonstrating
a commitment to gender equity and diversity and CARE’s child protection
policies
- Any
other duties as requested by the Finance Controller.

Criteria:
Required qualifications and skills:
- Bachelors Degree in Accounting or
Commerce/Economics or qualified by experience with demonstrable plans to
achieve professional qualification
- Familiarity with use of Microsoft office and excel
- Knowledge of relevant Vanuatu laws
- High level of personal integrity and honesty
- Strong financial management, human resource, and
administration skills
- Demonstrate sensitivity to gender issues and different
cultural environments
- Demonstrate a high level of communication skills,
interpersonal skills, and patience
- Commitment to development principles and CARE
values
- Advanced written and verbal English language
skills.
