Job Description:
The Department of Industry (DoI), in conjunction with the Department of Tourism (DoT), through VSTAP, is seeking a specialist consultant to fulfil the role of a Handicrafts Business Development Technical Advisor. The main output will be to work with the DoI Handicrafts Industry Officer to produce a Handicrafts Industry Action Plan that will direct and guide Government, donor groups and relevant stakeholders to develop and promote a sustainable handicrafts industry. The main tasks to achieve this will include the following:
  • Assist and support the ongoing capacity building of key Department of Industry Officers to complete a detailed handicrafts sector mapping exercise to identify and consult with all the relevant handicraft organisations and stakeholders
  • To coordinate all current and up-coming donors projects in this sector
  • Develop a detailed ‘Made in Vanuatu’ Terms of Reference to define and categorise products
  • Assist in developing the handicraft supply chain from local provincial producers to retailers
  • Provide business planning support to Trade Facilitation Associations and Businesses
  • Establish the ‘Made in Vanuatu’ concept retail store
  • Organise a ‘Made In Vanuatu’ tourist communication campaign
  • Monitor and Evaluate Program Sustainability. 
Criteria:
Consultants will need to demonstrate that they have the following business development experience and handicraft industry knowledge, skills and experience: 
  • Recognized relevant experience in the Vanuatu Handicraft sector, retail activity and/or business development activity
  • More than 5 years proven experience as a Project Coordinator/Manager, especially in a Government/donors project context
  • An excellent understanding of the Vanuatu context and handicraft/ industry sector
  • A practical and supportive approach to solving problems and experience with high level mentoring skills that is/will be appropriate to Vanuatu and its Melanesian culture
  • Must have the appropriate business licence or work permit to be contracted locally
  • Excellent communication skills, in both written and oral English
  • Practical experience working with a wide range of industry stakeholders in the private and public sectors, civil society and community groups
  • Must be based in Port Vila.

        We are looking for a Gender Equality Program Manager Skills Background to join our team based in Port Vila with frequent travels to Tafea Outer Islands.
        The Gender Equality Program Manager has excellent program management skills and is passionate about gender equality. He/She will lead CARE Vanuatu’s Women and Girls Empowerment program ‘Leftemap Sista’ and the women and girl’s empowerment team. The Program Manager is responsible for managing the successful implementation CARE Vanuatu’s Leftemap Sista program including ensuring the program meets objectives as set out in the design and delivers high quality results documented in accordance with the Monitoring, Evaluation, Accountability and Learning (MEAL) framework.

        This position ensures effective program management at all times, including managing work plans, resources and staff to implement activities. The Gender Equality Program Manager will manage a team of staff based in different locations (Tanna and Port Vila). The Gender Equality Program Manager will work alongside the Department of Women’s Affairs to support the mainstreaming of gender in Government Policy and will represent CARE externally in relationships with government, donors, partners and peer agencies including in CARE’s role as co-lead with DWA of the Gender and protection Cluster.  The Gender Equality Program manager will also coordinate and substantially contribute to the review and re-design of the next phase of the program.

            • Demonstrated ability to communicate about gender equality issues with staff and communities

            • Demonstrated flexible approach and ability to identify and resolve problems
            • Good understanding of desktop based programs, including word processing packages and power point
            • High level of written and spoken English. Fluent in Bislama.

                        Job Description:
                        The Ministry of Agriculture, Livestock, Forestry, Fisheries and Biosecurity (MALFFB) is currently revising its structure. In order to gain and maintain momentum on all recovery programme activities of the MALFFB, a project Manager Unit (PMU) is being established within the MALFFB to work with the different departments on the implementation of recovery activities.

                        The MALFFFB will benefit from having a dedicated team to address recovery programme delivery, ensuring that all projects implemented through the departments and implementing partners are delivered on time, to specification and within the budget available. This unit is thus likely to contribute to a stronger productive sector in Vanuatu, including proactive management of recovery activities and EL Nino response, while setting up systems for future projects to follow.

                        Scope
                        The Senior Monitoring and Evaluation Officer will work within the Project Management Unit (PMU) of the Ministry of Agriculture, Livestock, Forestry, Fisheries and Biosecurity (MALFFB) to ensure the monitoring and evaluation of all recovery programme activities. This position reports directly to the Project Manager of the PMU of MALFFB.

                        Tasks and Responsibilities
                        • Manage recovery programme activities to ensure programmes are in-project documents and programmes are carried out effectively 
                        • Train Project Management Unit and Provincial staff members on M&E Checklist
                        • Manage the database of all projects under the recovery programme
                        • Manage and update the implementation spreadsheet for all recovery projects
                        • Update and manage the gaps analysis spreadsheet for all recovery projects
                        • Report monthly to DSPPAC on the status of all recovery projects
                        • Liaise with implementing partners and DSPPAC. 
                        Criteria:
                        • Bachelor of Science, Monitoring and Evaluation or another related degree
                        • At least five (5) years of professional experience in a Monitoring and Evaluation role
                        • Experience in Agriculture is desirable
                        • Experience and skills in supervising staff
