Job Description:
The Vanuatu Red Cross Society is seeking applications from a dynamic and highly motivated person to immediately fill the following position as part of its VRCS team. 
VRCS is an organization involved in emergency, early recovery and development program. Therefore, all VRCS staff have to be available at any time in order to respond to any emergency work, should the need arise.

Criteria: 


Applicants are required to demonstrate the following:
Qualifications and profile required
  • Experienced in managing projects, preferably in community development
  • Proven ability in construction methods and practical experience
  • Experience managing volunteers
  • Experience and familiar with WASH and Shelter programs within communities  
  • Experience in monitoring & evaluation of project activities
  • Familiarity with procurement and financial management processes.
Knowledge & skills required
  • How to lead WASH and shelter programs encompassing strong community participation, establishing behaviour change through an integrated public health approach and build back better techniques
  • Excellent computer skills (Internet, Word, Excel, PowerPoint, Outlook)
  • Excellent communication and reporting skills
  • Excellent interpersonal and organizational skills
  • Strong sense of responsibility and control
  • Fluent Bislama and English
  • Open-minded, dynamic and flexible
  • Understand the humanitarian work of Red Cross

        Job Description:
        The Ministry of Agriculture, Livestock, Forestry, Fisheries and Biosecurity (MALFFB) is currently revising its structure. In order to gain and maintain momentum on all recovery programme activities of the MALFFB, a project Manager Unit (PMU) is being established within the MALFFB to work with the different departments on the implementation of recovery activities.

        The MALFFFB will benefit from having a dedicated team to address recovery programme delivery, ensuring that all projects implemented through the departments and implementing partners are delivered on time, to specification and within the budget available. This unit is thus likely to contribute to a stronger productive sector in Vanuatu, including proactive management of recovery activities and EL Nino response, while setting up systems for future projects to follow.

        Scope
        The Project Manager will work within the Project Management Unit (PMU) of the Ministry of Agriculture, Livestock, Forestry, Fisheries and Biosecurity (MALFFB) to ensure the management of all recovery programme activities. This position reports directly to the Director General (DG) of MALFFB.

        Tasks and Responsibilities
        • Manage recovery programme activities to ensure programmes are in-project documents and programmes are carried out effectively 
        • Supervise all members of the Project Management Unit of the MALFFB
        • Manage the database of all projects under the recovery programme
        • Report monthly to DG MALFFB on the status of all recovery projects and brief DSPPAC
        • Liaise with implementing partners and DSPPAC. 
        Criteria:
        • Bachelor's Degree in a related field
        • At least seven (7) years of professional experience in project management
        • Experience in Agriculture is desirable
        • Experience and skills in supervising staff
        • Proven planning skills
        • High level of report writing skills
        • High level of computer skills (Word, Excel, Access)
        • Public speaking capabilities, communication skills and management skills
        • English and/or French and Bislama
        • A valid driving license.

              This person will fill in a role for Peer Review Facilitator to Review the Vanuatu Red Cross Society's (VRCS) Empowering Vanuatu Malangwelo project, and provide an impartial and independent evaluation of the project and key recommendations for the next phases and future similar initiatives of the VRCS.

              This role is consultancy basis for a period of 7 days only.
