	Scope Global manages programs and projects in the international development and international education sectors. Scope Global oversees the Australian Volunteer (AVID) program for Australian Aid in Vanuatu.
	The Position
	The role of Program Manager will involve promoting the AVID program, managing the volunteers including visa processing and their in-country orientation on arrival, supervising their security and wellbeing while in-country, monitoring and supporting volunteers throughout their assignment, assisting host organisations with the development of assignments and preparations for the arrival of a volunteer, and monitoring the progress of volunteers towards achieving their work plan objectives while with the host organisation.

	► Excellent communication and inter-personal skills
	► 5 years essential experience in a senior role handling multiple responsibilities
	► Team player and able to work collaboratively with others
	► Pro-active in problem solving / solutions based approach to dealing with issues

During this period the consultant is expected to hold consultations with all the relevant stakeholders of the fruits and vegetables sector, collate all discussion outcomes and formulate a National Fruit and Vegetable Strategy based on the policy directives and strategies stipulated in the National Agriculture Sector Policy.  The key tasks that the consultant will engage in are outlined below: Conduct a literature review on Fruits and Vegetables development in Vanuatu and the region Identify all the stakeholders of Fruits and Vegetables within the Value chain of these crops and the roles and responsibilities of each stakeholders within the value chain of these crops to ensure full implementation of the policy objective and directives Collate and present the roles, responsibilities, costs and datelines of the strategies and present them to the stakeholders in a small workshop to seek validation and endorsement Present the Draft National fruit and vegetable strategy to DARD for validation and finalise the National Fruit and Vegetable Sector Strategy and represent to DARD Assist DARD prepare a Council of Ministers paper for endorsement and validation of the Strategy.  Criteria: It is expected that the successful applicant will possess: Advanced academic and professional experience in planning and policy formulation at the national level Strong skills and knowledge in developing strategic documents Adequate knowledge on development of Fruits and Vegetable Sector in Vanuatu At least 5 years experience in community-based or government institutional processes relevant to Agriculture.
