Telecom Vanuatu Limited is seeking for an Assistant Legal Officer to be based in Port Vila.
Mission
This position reports directly to the Legal and Regulatory Officer and involves working with a broad range of legal matters related to the company.

Function
  • Assist in vetting of Documents and commercials Agreements for the company and ensuring that they abide to laws and legal requirements
  • Assist in maintaining of contracts register and ensuring that it is updated and renewals are done on time
  • Assist in arbitration, conciliation and commercial negotiation
  • Attend to matters such as Agreements or leases with site owners, review of agreements, etc. and rent payments relating to TVL Sites are in order and up to date at all times and attend to land owners’ issues.
  • Attendance to registration and renewal of registration of Company Business Names and any other matters relating to registration.
  • To attend to any other matters as per directions from Legal and Regulatory officer and or the Company CEO.

              Job Description:
              The Vanuatu Society for People with Disability (VSPD) is currently seeking expressions of interest for a full-time Project Officer.

              The Project officer will lead the VSPD referral pathways and procedures project. In recognition of the extreme vulnerability of persons with disabilities throughout Vanuatu, the project (current funding to March 2017) aims to improve access to specialized and mainstream services for existing and future VSPD clients. VSPD is the main organisation in Vanuatu with a team of field workers to conduct home visits. Through client visits and early intervention classes, VSPD are well positioned to make referrals to other appropriate services such as health, education and livelihood.

              The officer will use the Community Based Rehabilitation Matrix to map out potential referral pathways for VSPD clients, including identifying and consulting with potential referral partners, to inform development of a referral pathways reference document. The reference document will be a key resource for the Vanuatu disability sector into the future. It will improve coordination and collaboration between existing service providers and assist in identifying areas for strengthening. VSPD will use the reference document to inform humanitarian and other agencies of appropriate referrals for people with disability after and between disasters.

              Project-related duties: 
              • Use the Community Based Rehabilitation Matrix to map out potential referral pathways for VSPD clients, including identifying potential partners for the referral. For example:
              1. Health – Ministry of Health, Vila Central Hospital (e.g. Diabetes Clinic, Eye Clinic etc), Presbyterian Church
              2. Education – Schools, Ministry of Education, Australia-Pacific Technical College, Technical and Vocational Education and Training (TVET), Vanuatu Institute of Technology, Scholarships
              3. Livelihood – TVET, Rural Training Centres
              4. Social – Sporting associations (e.g. volleyball, soccer, table tennis), Vanuatu Women’s Centre
              5. Empowerment – Disabled Peoples’ Organisations and self-help groups
              • Consult with the potential partners to confirm pathways, including signing MOUs or agreements with referral partners if required
              • Develop a referral pathways reference document which includes service details and contacts for each organisation
              • Investigate options for further publication or distribution of the referral pathways reference document
              • In line with the project Monitoring, Evaluation and Learning (MEAL) framework, facilitate and support high quality quantitative and qualitative monitoring and evaluation of the project, and provide regular reports to the Program Manager
              • In coordination with the VSPD Program Manager, facilitate quality training for VSPD staff on use of the referral pathways (in conjunction with relevant partners if appropriate)
              • Appropriately represent VSPD and build good relations with all stakeholders at the project level
              • Ensure the project complies with VSPD child protection policy.

                    Job Description:
                    The Vanuatu Society for People with Disability (VSPD) is currently seeking expression of interest for a full-time Project Officer.

                    The Project officer will lead the VSPD Disability Associations project. In recognition of the need for community support for persons with disabilities throughout Vanuatu, the project (current funding to March 2017) aims to establish and/or improve capacity of community disability associations. These associations are best placed to support people with disabilities in their communities through raising awareness of, and promoting, their rights. Association activities may include:
                    • Assisting existing VSPD clients with rehabilitation plans
                    • Facilitating inclusion of people with disabilities in all community discussions and decision-making and running relevant training for the whole community on issues facing people with a disability (e.g. disaster preparedness of people with a disability). 
                    Project-related duties: 
                    • Develop an assessment tool to assess existence, and activities of community disability associations in Efate
                    • Work with existing community disability associations to determine community and client expectations of these associations
                    • In consultation with people with disabilities in the relevant communities, trial process for establishing community disability association
                    • In line with the project Monitoring, Evaluation and Learning (MEAL) framework, facilitate and support high quality quantitative and qualitative monitoring and evaluation of the project, and provide regular reports to the project manager

                          Job Description:
                          The Tanna livelihoods Manager role works closely with the Nasi Tuan Managing Director in enabling delivery of Nasi Tuan’s agricultural enterprise components onsite on Tanna Island, Vanuatu. As such duties may vary with the demands of the programme and are at all times to be directed by the Nasi Tuan Managing Director. This role aims to work with communities and Nasi Tuan to provide income through the production and marketing of quality organic produce. 

                          Criteria:
                          Main desirable skills required are as follows:
                          • Responsible for aspects of project implementation such as co-ordaining, planning and facilitating community workshops and monitoring & evaluation and mentoring of other staff 
                          • Working with key stakeholders such as provision government, other NGO’s/Churches and the communities 
                          • Attending strategic meetings/trainings with project partners
                          • Be present daily at the Nasi Tuan office to co-ordinate with other staff and manage daily project implementation
                          • Ensure completion of activities to time and budget based on annual work plan and strategic goals
                          • Assist in donor reporting requirements, ensuring adequate monitoring is done daily in field and information is feed back to MD based on reporting templates
                          • Provide support and oversight to Talou Co-op coordinating activities, marketing, production and administration
                          • Provide support and oversight to Tau’d coordinating activities, marketing, production and administration
                          • Liaise with key stakeholders – provincial government, local aid agencies, communities, Chiefs, and beneficiaries

                          • Provide project management support for the implementation of Nasi Tuan’s response/recovery work on Tanna based on agreed outcomes listed in project proposals 
                          • Provide advice and capacity-building expertise to Nasi Tuan, in particular field workers

                          • Provide support and oversight to Tau’d coordinating activities, marketing, production and administration
                          • Develop market opportunities and ensure quality production and management at every step 
                          • Implement organic certification for producing communities. Liase with POETCom, Ifoam, Organic Pacifika 
                          • Oversee the development of Lounel as a productive enterprise producing marketable organic produce
                          • Contribute to implementation and compliance with ICS 
                          • Fulfil reporting requirements based on funding agreements.
