Job Description:


TRR is seeking a Legal Officer to lead, and coordinate all of our regulatory legal responsibilities in the Telecommunications/ICT sector in accordance with the Act. The role includes:
  • High quality and appropriate drafting of all legal instrument, letters/emails of advice and analysing all TRR’s legal matters
  • Provision of high-level, quality advice – orally and written – and legal documents and instruments
  • Take the lead on drafting of TRR’s Regulations, Rules, Orders, Instructions and Guidelines
  • TRR Contract and case management
  • Taking the lead on, and ensuring compliance on License and Telecommunications Act obligations through regular monitoring and enforcement
  • Coordinating and reviewing all regulatory legal tools; new and existing
  • Take the lead role in enforcement of license and legislative provisions
  • High level, proactive support and assistance with all competition legal issues
  • Take a leading role in providing legal support and advice on the consumer issues, including disputes and dispute resolution
  • Take a leading role in providing legal views in terms of advice on ICT/Telecommunication complainants
  • Provide advice on all TRR regulatory legal matters, including advice in relation to other laws of Vanuatu
  • Provide advice and support on all external and internal legal matters
  • Always protect and maintain the Office of TRR and ensure its integrity.
Applicants must have the following combination of qualification and experience.
Criteria:
  • A degree in relevant discipline, particularly Law (LLB degree and PDLP or similar) and 3 or more years of relevant Telecoms and ICT experience, particularly in legal advice
  • Proven track record, background and experience in high-level legal advice and practice;
  • A sound, demonstrable knowledge and experience of legal issues and the Act
  • A sound, demonstrable understanding of commercial law, contract and company law is mandatory;
  • A sound, demonstrable understanding of telecommunications regulation in Vanuatu, of the telecom’s industry and competition law principles
  • Effective and proactive advice on all TRR issues and projects related to the implementation of UAP and TRR’s utilization of the UAP Fund
  • A sound, demonstrable knowledge on the judiciary system of Vanuatu, and legal data base for Pacific countries
  • A sound, demonstrable knowledge of project coordination and management;
  • High-level competence in Microsoft offices (Word, Excel, PowerPoint, Project etc.)
  • Sound knowledge of Project Management and the required skills
  • High-level, demonstrable written and oral skill is mandatory.

Job Description:


TRR is seeking a Universal Access Policy (UAP) Project Coordinator to lead, coordinate and drive the implementation of its UAP projects and related matters in support of the Office of the Telecommunications and Radiocommunications Regulator (TRR) meeting the objectives of the Telecommunications and Radiocommunications Regulation Act 2009 (“the Act”) and in implementing the Government’s UAP.

The role includes:
  • Effectively manage all TRR UAP project issues, challenges and deliverables
  • Proactively lead, understand and coordinate TRR’s UAP projects and requirements
  • Develop project implementation plans covering the various UA strategies and work streams, all supporting documents and then proactively manage its implementation, Vanuatu wide, to ensure all deliverables are met on time and in accordance with the established Project time lines, requirements, the Act and the UAP policy
  • Take the lead, develop as required and coordinate the development of all UAP documents and implementation strategies/plans
  • Take a leading role in coordination and provision of support on UA issues, and its implementation
  • Understand broadband and internet applications in Vanuatu and take leading role on the coordination of the project to support the achievement of MDGs
  • Take the leading role in consulting with the Government, relevant stakeholders, industry, the rural communities and its leaders, on the UAP projects, provide background information and assist TRR to ensure it meets all expected UA deliverables
  • Establish and maintain a mechanism for provision of regular information flow to stakeholders and ensure accuracy of the information on the UAP project deliverables
  • Proactively drive, support and provide assistance towards sustainability of the UAP projects and the required deliverables
  • Take the lead on developing and applying monitoring and assessment mechanisms of the key deliverables of the UAP policy and implementation plans
  • Establish key performances indicators for all UAP projects and regularly report on outcomes and status to TRR management and the Regulator
  • Work with technical team when required, especially on the planning of potential technology that may be able to be utilized for specific UAP sites
  • Understand, conduct analysis, report on and monitor of industry compliance with UA
  • Ensure there is timely reporting to the TRR management; and especially to the responsible Manager
  • Work with the Finance team to ensure compliance on the UAP funds and spending according to the Finance policy rules and procedures
  • Develop high level, quality reports, instruments, publications, etc, on UA developments and achievements
  • Is the focal point for TRR’s UAP matters with TRR’s Manager providing oversight and supervision
  • Support other UA related projects and activities, as directed and required by TRR Management
  • Perform other duties, as required by the Line Manager, the Regulator or other line units.
Criteria:
  • Degree in relevant discipline, particularly ICT, Economics, Project Administration or management, and 3 or more years of relevant Telecoms and ICT experience, particularly in ICT market issues, project implementation, ICT education and/or application, or an equivalent combination of education and experience
  • A high-level understanding of Telecom technologies and how they are applied; particularly in rural areas
  • A solid understanding of consumer behaviour especially in the rural communities
  • Proven background and experience in project management, interaction with a wide range of stakeholders, analysis of ICT markets and applications and in ICT education
  • A high-level understanding of telecommunications technologies and applications and, particularly, how they relate to and are used by consumers in Vanuatu
  • Demonstrated knowledge and understanding of ICT and universal access and universal service provision in the Pacific
  • Demonstrated high-level project coordination and management knowledge and skills, policy enforcement and compliance
  • Demonstrable experience in a project management, commercial, educational, or an instructional role, and an understanding of people’s needs and requirements
  • Excellent, high-level written and oral communication skills in English. French and Bislama are highly desirable
  • High-level computing competence in Word, Excel, PowerPoint, Project

Job Description:


TRR is seeking an Internet Governance & Child Online Protection Officer (IGCOPO) to support its Consumer Affairs and Technical & Internet Governance Unit. The IG Officer will play a key and important role in leading, supporting and coordinating our internet governance related responsibilities in the Telecommunication/ICT sector, nationally and internationally and in accordance with the Act.

Key responsibilities of the IGCOPO Officer include but are not limited to:
i) Taking a lead role on and driving appropriate, timely and responsive outcomes on all TRR internet governance issues;
ii) Developing appropriate policies and legal instruments/documents (where appropriate, in conjunction with the Office of the Government Chief Information Officer) for the management and administration of.vu country code top level domain (.vu ccTLD) and registration of domain names, as set out in Section 7 (4) (e) of the Act;
iii) Providing high-level internet governance analysis, advice and guidance to TRR and industry;
iv) Monitoring and resolving .vu domain namespace issues, and considering appropriate implementation of the global new generic top level (gTLD) domains development;
v) Advising on and developing appropriate policies, regulations, guidelines, processes & procedures for issues concerning internet provision and use within Vanuatu, including, but not limited to:
  • Issues related to key elements of Internet governance in order to foster the sustainability, robustness, security, stability and development of the Internet in Vanuatu
  • Developing advice representing Vanuatu’s position to international forums
  • Issues related to management of critical Internet resources and infrastructure, including administration of the domain name system and Internet protocol addresses IP addresses, administration of the root server system, technical standards, peering and interconnection, telecommunications infrastructure, including innovative and convergent technologies
  • Privacy and security, and other cybersecurity issues relating to the use of the Internet including spam, child online protection, and cybercrime
  • Issues which are relevant to the Internet but have a wider than the internet impact including for which existing organizations are responsible, such as intellectual property rights (IPRs) or copyrights
  • Developing local Internet expertise and resources, and other IG capacity building in Vanuatu, on internet governance issues and/or matters in particular continued development
  • Taking the lead on Child Online Protection and regulatory initiatives
  • Effectively assist and support on Child Online Protection Initiatives.
vi) Effectively Project manage all TRR Internet Governance related projects and other Internet related activities in support of the Government policies (National ICT, Cybersecurity and Universal Access); consumers, licensees and other appropriate stakeholders with an on-time quality outcome;
vii) Represent TRR, and interface with appropriate intergovernmental organizations, international bodies and other institutions on Internet and/or IG governance matters under their purview, as required and deemed necessary;
viii) Consulting with stakeholders Government of Vanuatu (GOV), consumers, civil society and relevant stakeholders) on IG related issues, COP related issues, facilitate the exchange of information and best practices, proposing ways and means to accelerate the availability and affordability of the Internet, and make appropriate recommendations for Vanuatu.

Criteria:
  • The IGCOP Officer must have at least a graduate degree in a Telecommunication or ICT management related subject. 
  • A graduate with additional legal background with particular interest in telecommunications and ICT would be an advantage. 
  • An equivalent combination of education and relevant work experience, particularly on internet governance matters may also be considered.

Experiences
Applicants must possess the following:

  • At least 3 years or more relevant Telecommunications and ICT experience; or an equivalent combination of education and experience. However, high performing new graduates in Telecom/ICT/Information Systems are encouraged to apply and may be considered
  • Fluency in English and Bislama, French will be an advantage
  • A sound and comprehensive understanding of ICT/Telecommunications and internet governance and how they are used by or relate to Operators, or Service Providers and consumers in Vanuatu and the Pacific would ideal
  • Demonstrable understanding of the internet and its services, internet governance, and internet related activities
  • Sound knowledge and understanding of Project Management and Project Coordination
