Job Description:

The Vanuatu Meteorological and Geo-hazards Deperment ( VGMD) and National diaster Management Office (NDMO) have secured funding from the World Bank for two large-scale national adaptation and diaster risk reduction projects designed to address Vanuatu's immediate climate change adaptation needs and mitigate natural diaster risks.

The Engineer/Architect will work with the PMU/VMGD in the implementation of this two projects with the respective implementing agencies. The Engineer/Architect will be contracted to ensure that appropriate, time and cost effective procurement of works and related goods and reporting are met during the course of the projects, and to build capacity of the PMU for works design

and procurement in accordance with agreed project budgets and guidelines, will be responsible for the day- to-day activities relating to all works procurement under IRCCNH and MDRR.

The Engineer/Architect will be contracted for 1 year renewable, and be based in the VMGD Project Management Unit.

Required qualifications:

Criteria:

- At least 3 years' experience of design and supervision of building construction works;

- Minimum Bachelor Degree in engineering, specializing in civil or structural engineering or architecture, registration/certification with a recognized professional institute or Association being an adventage.

- Excellent writing skills, and ability to prepare clear, concise reports and presentations to a broad range of audiences (work samples required).

- Excellent communica6tion and inter-personal skills;

- Demonstrated ability to work under pressure, to manage multiple deadlines and to pay attention to detail ensuring accuracy in outputs;

- Demonstrated preparedness to be adaptable and to learn and apply new systems and approaches;

- Demonstrated ability to work effectively as part of a team to meet deadlines and project objectives;

- Competent in the use of computer applications, and at a minimum, AUTOCAD, Excel and MS Word (or open source equivalents).

- Demonstrated ability to work in a multi-sector team and to interact with partners of different background(communities, provincial works departments, NGO's, private sector, Government agencies).

The Republic of Vanuatu is been provided with grants from the GEF the EU and the GFDRR to implement a project with the objective of increasing the resilience of communities in Vanuatu to the impacts of climate variability and change and national hazards on food and water security as well as livelihoods.

Component 4 of the IRCCNH project will suport the increase of access to secure water supply in rural area of Vanuatu. Activities may include:

(i)Completing the national inventory of rural water system, updating rural water supply standard and guidelines for rural water supply provision, and improving outreach to partners working in the sector.

(ii) Installing rainwater catchment and storage systems to supply safe waterto people in rural communities.

Some of the keys tasks and responsibilities;

- Responsible for activities in Central Provinces of Shefa and Malampa (including an overlook at the activities in Northern Provinces of Torba, Sanma and Penama.).

- Responsible for the overall program Coordination of Component 4 of the IRCCNH project;

- Responsible for coordinating National Water Resources Advisory Committee secretariat and meetings;

- Responsible for the administration and management of provincial water resources and water supply work program;

- Supervise the development of community development, sanitary and water supply programs that lead to good healthy water quality and sustainability and rural water supplies.

- Responsible for the development of provincial water resources and water supply work program and budgeting, to ensure that programs are carried out efficiently and effectively.
