Job Description:

The Vanuatu Meteorological and Geo-hazard department(VGMD) and National Diaster Management Office (NDMO) have secured funding from the World Bank for two large-scale national adaptation and diaster risk reduction projects designed to address Vanuatu's immediate climate change adaptation needs and mitigate natural diaster risk.

The Department of Local Authories(DLA) is recruiting a Program Coordinator to coordinate the implementation f increasing commun ity resilience and the ability of stakeholders at national, regional and community levels (including small grants scheme) to work together to enhace diaster and climate change resilience in rural communities.

Criteria:

- At least 5 years' experience in position with similar responsibilities.

- Tertiary level education in Development, Governance, Climate change or Agriculture and related disciplines.

- Excellent communication and inter-personal skills. Ability to live, motivate and work closely with the communities and diverse teams with minimum supervision.

- Excellent verbal, analytical and organizational skills.

- Good knowledge and understanding of key aspects of development work including integration of diaster mitiation and climate response in development programming.

- Understanding and experience of administartion, finance, procurement and logistics system,strong skills in speaking and writting English with solid computer skills.

- High level skills and experience in planning, budgeting and writing management andfinancial reports to donor.

The Administration Officer will work with the PMU/VMGD in the implementation of these two projects with the respective implementation agencies. The Administration Officern will be contracted to ensure the appropriate, time and cost effective administration and reporting are met during the cost of the projects, and to build capacity of the PMU for administration in accordance

with the Government requirements. The Administration Officer, acting in accordance with agreed Projects work plans and guidelines, will be responsible for the day-to-day activities relating to all administration under IRCCNH and MDRR.

The Communication Officer will be responsible for developing managing the NAB secretariat /PMU and Projects communication and visibility strategy,and more specifically the MDRR community outreach strategy;

- University qualifications in relevant field or relative experience.

- Excellent writing skills and ability to prepare clear, concise reports.

- Excellent understanding of government finance procedures and processes, and ability to bwork with a range of agencies at the national level.

- Previous experience with donor financed programs.
