Luganville Municipal Council wishes to recruit a qualified and experienced person for the following position.



PURPOSE:

Responsible for carrying out measures for safeguarding public health and the environment, including administrating and enforcement of legislations to minimise health and safety hazards.



RESPONSIBILITIES:

- Able to investigate and suppress nuisances created within the Municipal area

- Able to inspect food processing plants, food premises, wholesalers shops and markets to ensure foods produced or sold are wholesome

-Able to liaise with the Department of Health and stakeholders on matters relating to operation of Council health care facilities

-Capable of advising the Council on all matters relating to public health

-Capable of producing reports on environmental health issues for presentation at Council meetings and at national and regional health forums

-Capable of carrying out other responsibilities assigned by the Town Clerk

-Supervise the Municipal Waste Management Officer and offer guidance and assist where necessary in the implementation of the Sanma Province and Luganville Municipality Waste Management Plan 2013-2016

- Capable of project directing other Council staff as appropriate.



WORKING RELATIONSHIPS:

The Environmental Health Officer will report directly to the Town Clerk and to the Mayor and will develop working relationships with other Government departments.

Increasing Resilience to Climate Change and Natural Hazards Project.



The Vanuatu Meteorological and Geo-hazard Department (VGMD) and National Disaster Management Office (NDMO) have secured funding for a large-scale national adaptation and disaster risk reduction project designed to address Vanuatu's immediate climate change adaptation needs and mitigate natural disaster risks.

The provincial Disaster Officer will works as a part of NDMO to implement stategies in ensuring Vanuatu is better prepared and more able to respond to Natural Hazards.

The Disaster management Advisor will be contracted initially for 1 year and be based within the NDMO in Port Vila.



The successful applicant will have:

Criteria:

- Minimum 5 years of experience in a similar Disaster Management position in developing countries(Pacific island countries prefered); Degree in Disaster Managememt, environmental Science or related field of study,

with a Master degree being an advantage

- Proven ability to to mentor and train staff in aspects of Disaster Management and Disaster Risk Management; Good knowledge of development issues in Vanuatu; Computer knowledge in Microsoft packages-word and

excel;

- Excellent communication and inter-personal skills; Ability to make clear, structured presentation to a broad range of audiences; Demonstrate leadership skills; Excellent writing skills and ability to prepare clear, concise
