CARE Vanuatu office and the response to TC Pam

CARE has been working in Vanuatu since 2008 and has an established CARE Project Office (CARE International Vanuatu) in the capital Port Vila. Projects are implemented primarily in Tafea Province. The current project focus is on Resilience and Women’s Empowerment.
During the emergency response phase of the response to tropical cyclone Pam and as it now moves forward into the recovery phase, CARE has been undertaking emergency food, seed, WASH and shelter relief with a strong focus on ensuring women and girls’ engagement at all stages.

About the Role
The Shelter Coordinator will be responsible for the local development and implementation of CARE’s shelter strategy through the emergency response and recovery phases. He/she will be responsible at the level of local field office for the preparation, response and recovery management as well as management of partnerships and coordination with governmental and implementing agencies; will coordinate with other CARE staff, to ensure a rapid, proportionate and effective response.

Responsibilities and tasks

  • Plan and manage the program at a local level in a phased and prioritised manner, with full consultation and co-ordination with CARE shelter team, CARE staff and other stakeholders.
  • Ensure gender is fully considered throughout the project cycle with women being enabled to influence decision-making around shelter issues.
  • Ensure regular shelter project monitoring and arrange appropriate evaluation and learning activities.
  • Ensure legal requirements are enforced where necessary.
  • Provide regular updates to the Shelter Coordinator and CARE team on progress, priorities and constraints – verbally and in writing on an agreed frequency.
  • Represent CARE to stakeholder groups as needed and agreed with the Shelter Advisor and Emergency Field Manager.

Technical Competencies
  • A suitable qualification or experience in Architecture, Planning, Structural or Civil Engineering, Construction or other appropriate area. Experience can substitute for qualifications but not vice versa.
  • Demonstrated experience in capacity building and community engagement.
  • A well developed understanding of disaster risk reduction and climate change adaptation in the Vanuatu context
  • Awareness of public health issues as applied to emergency settings, with special attention to the needs of women and children.
  • Knowledge of shelter and settlements options
  • Good communication skills in English and ideally local language.
  • Computer and finance skills.

  •   Knowledge and skills: knowledge of CARE policies and procedures, Sphere and the Red Cross/ NGO Code of Conduct
  •   Knowledge/experience in disaster management, DRR
