REQUEST FOR EXPRESSIONS OF INTEREST – JOB VACANCY PACIFIC AVIATION INVESTMENT PROGRAM (PAIP) Individual Consultant PROCUREMENT SPECIALIST (TAL/TFSU/D44)
1. This Request for Expressions of Interest follows the General Procurement Notice for this project that appeared in dgMarket online 26th July 2011 and published Issue no 804, 16th August 2011 and re-advertised 30th April 2012. 2. The Government of Tonga has received a grant for assistance from the International Development Association under the Pacific Aviation Investment Project (PAIP) and it is intended to apply part of the proceeds to payments for the Contract – Consulting Services – Selection of an Individual Consultant –Procurement Specialist for PAIP. 3. The PAIP Program is a regional aviation project with the development objective to provide safe and secure air transport operations and environmentally sustainable and efficient airports and is being implemented in three (4) Pacific Island countries: Tonga, Tuvalu, Kiribati and Samoa. The projects’ implementing Entity is Tonga Airports Ltd, who leads the projects via the TFSU “Technical and Fiduciary Services Unit.” A Procurement Specialist is sought to lead and coordinate the Procurement Team in undertaking procurement activities for all countries for PAIP goods, works and services. 4. Tonga Airports limited now seeks to appoint a Procurement Specialist to lead and coordinate the Procurement Team in undertaking procurement activities for all countries for PAIP goods, works and services, as specified in the Procurement Plan updated and agreed from time to time with the World Bank and in accordance with the procedures and timetables agreed with the Bank. The Consultant will be required to provide procurement services, advice, and capacity building support to the TFSU and PAIP stakeholders, and to undertake procurement of all facets of PAIP investments, following World Bank Procurement Guidelines for Goods, Works, Services and Non-Consulting Services. Tonga Airports Limited now invites interested and eligible persons to provide their Expression of Interest consisting of a i) Curriculum Vitae, ii) list of 3 references with relevant contract details and iii) a Statement addressing the Selection Criteria contained within the TOR, demonstrating that they possess the relevant qualifications and experience to perform the services. The consultant will have: a. Tertiary qualifications from a recognized institution in a relevant discipline, for example, law, procurement, engineering, architecture, commerce b. Minimum 8 years of relevant experience, in more than 3 countries, including demonstrated experience in a developing country context in: i. procurement of Goods, Works and Services following World Bank guidelines; ii. capacity building, including experience in training and on-the-job mentoring. c. Current knowledge of concepts, principles and practices which govern international procurement, the contracting of consultant services, technical specifications in design, engineering and construction of facilities, the development of public procurement policies, etc d. Knowledge of developing country conditions generally and of procurement-related legislation, systems and practices. e. Good understanding of critical linkages and relationships among clients' business drivers, business operations and objectives and Procurement processes f. Strong communication skills and persuasiveness in presenting, negotiating and resolving highly complex issues, both orally and in writing; g. Ability to deal sensitively in multi-cultural environments and build effective working relations with clients and colleagues; h. Ability to lead a team of professionals in the execution of major projects Only the most qualified and suitable candidate will be interviewed prior to negotiating a Contract. 6.
