        Overall Goal
        The overall goal of the Save the Children Vanuatu Resilience Program is to support children and young people in Vanuatu to learn the skills and knowledge they need to thrive and meet their potential. The Resilience program is working towards strategic outcomes for community and school based DRR and community based Climate Change Adaptation techniques.

        Role Purpose
        This project will work with communities and the Provincial Government to increase their adaptive capacity to the impacts of climate change. Key strategies to achieve this include strengthening community management and planning around climate change adaptation, increased food security and improved natural resource and ecosystem management (including water resource management).

                                The Government of Vanuatu through the Ministry of Finance & Economic Management, is recruiting for a Chief Executive Officer (CEO) and part-time Commissioner to the Vanuatu Utilities Regulatory Authority (URA) and is seeking Expression of Interests for this position.
                                The primary responsibilities of the CEO and part-time Commissioner include, but are not limited to the economic regulation of water and electricity subject to the Utilities Regulatory Authority Act No. 11 of 2007.

                                About the Utilities Regulatory Authority
                                The URA was set up under the Utilities Regulatory Authority Act No. 11 of 2007. The Authority acts independently of the Government and its primary purpose is to increase access to safe, reliable and affordable electricity and water services, and to promote the long-term interests of consumers throughout Vanuatu. In addition, the Authority manages consumer disputes and advises the Government on matters related to electricity and water. It also reviews tariffs under the rules of the Concessions Agreements and relevant legislation. 

                                Criteria:
                                Core Competencies
                                The CEO and Part-time Commissioner shall have the following core competencies
                                • A Ni-Vanuatu person of high caliber with deep knowledge of financial, economic and business applications pertaining to regulated utility services, preferably in energy and water sector
                                • Broad experience in national and international arena in regulatory practices particularly in developing countries [Minimum 10 years experience]
                                • Demonstrated track record in organization leadership and public administration and managing a professional organization
                                • Ability for capacity building, stakeholder relationship management with Government, private sector and public sound understanding of the electricity and water industries, especially background in electricity and water laws, economics, technical and financial applications
                                • Knowledge of key areas of electricity and water regulation including, licensing, dispute resolution, competition issues, safety and reliability standards, tariffs, consumer protection and contract administration
                                • Knowledge and experience of electricity and water sector issues in the South Pacific region and/or other small island economics is highly desirable
                                • Fluency (written and spoken) in English, and/or French is highly desirable and knowledge of Bislama is desirable.

                                While it is the preference of the Government of Vanuatu to appoint a Ni-Vanuatu (citizen) to this position, any qualified international experts with requisite experience and background may apply.
