Organisation Description:
The Vanuatu Qualifications Authority (VQA) is the national regulator of the post-school education and training (PSET) sector. The VQA regulates PSET courses and providers to ensure nationally approved quality standards are met.
The VQA is one of the key agents in the implementation of the national PSET Policy 2016-2020. The VQA is working in close collaboration with the Tertiary Education Directorate of the Ministry of Education and Training and with PSET providers to achieve the PSET Policy vision of: A sustainable, well-coordinated and inclusive PSET system that maximises access to relevant and quality assured qualifications that lead to improved economic, social and cultural development opportunities for all.
Job Desctiption:
• The NHRDP Coordinator will provide oversight and coordination of the implementation of the Vanuatu 2030: National Human Resource Development Plan (NHRDP)
• Work collaboratively with the Policy Analyst at DESPAC along with relevant agencies and stakeholders to implement the National Policy
• Advise on and manage the NHRDP budget allocation and ensure that NHRDP implementing agencies/stakeholders are communicated accurate budget information
• Coordinate with the scholarship unit to ensure allocations of national and international scholarships are in line with the national priority demands
• Communicate and promote the implementation of the NHRDP
• Undertake necessary & required internal and external reporting on the NHRDP implementation and provide regular reports of the implementation to the NHRDP key stakeholders
Selection Criteria:
• Bachelor degree and/or Post graduate level of qualification in a recognized institution in the field of Adult Education, Business Administration and/or closely related field
• Minimum of 3 years’ experience in coordinating the implementation of a policy and or strategic plan
• Experiences in analysis of documents, and writing and analysing research reports
• Experience in coordinating and supporting committees and meetings
• Demonstrate ability to analyse complex information and provide analysis to decision makers
• Ability in working collaboratively with a range of stakeholders, NGOs, communities and other government representatives
• Excellent data collection and management skills
• Computer literate and good command of Microsoft Office
• Ability to maintain certain levels of confidentiality
• Takes initiative and is a strong procedural worker
• Analytical and practical thinker
• Excellent cooperative behaviour with good communication and interpersonal skills
• Self-motivated person with high standards of personal excellence
• Respect of self and others and commitment to work and in helping others
• Time management and ability to prioritise multiple tasks as well as work under own initiative
• Loyal to the company s/he works for
• Fast Learner
• Fluent in English, Bislama or French
