Organisation Description:
The Vanuatu National Provident Fund (VNPF) was established under the Vanuatu National Provident Fund Act [CAP 189] to provide security for workers during their working lives and into retirement.
Job Desctiption:
Responsible for identifying, assessing, and managing the risks associated with the fund's investment portfolio and ensure that investment decisions align with the fund's risk tolerance, regulatory requirements, and long-term objectives. The Investment Risk Analyst provides critical insights into risk exposures and helps develop strategies to mitigate potential risks, ensuring that the fund's investments remain secure and optimized for financial growth. The role involves monitoring and analyzing market, credit, liquidity, and operational risks within the portfolio, conducting risk assessments, and utilizing quantitative models to evaluate risk-return profiles. Through this work, the Investment Risk Analyst plays a vital role in safeguarding the fund's assets and protecting the financial interests of VNPF members.
Selection Criteria:
Qualifications/Experience
• Bachelor's Degree in Finance, Economics, Business Administration, Accounting, Mathematics, Statistics, Risk Management, or a related field. A strong foundation in finance and quantitative analysis is essential for assessing risks and performing financial analysis.
• Master's Degree (Preferred): A Master's in Finance, Risk Management, Economics, or a related field is highly desirable. This qualification would provide a deeper understanding of complex financial instruments, market behavior, and risk management techniques.

Risk Identification and Assessment
• This duty ensures that potential risks affecting the fund's investment portfolio are identified, thoroughly analyzed, and understood to enable effective risk management strategies. By proactively identifying risks, the Investment Risk Analyst helps the fund mitigate possible negative impacts on its investments and protect the long-term financial interests of its members.
Portfolio Monitoring and Performance Analysis
• These duties ensure that the fund's investment portfolio remains aligned with its risk management objectives and is performing optimally in relation to its targets and benchmarks. The analyst plays a critical role in monitoring portfolio risks, analyzing performance, and ensuring that investment decisions are consistent with the fund's overall strategy and risk tolerance.
Regulatory Compliance and Governance
• Ensuring that the fund adheres to relevant regulations, laws, and internal governance frameworks is essential for the fund's reputation, risk management, and long-term sustainability. The Investment Risk Analyst plays a key role in supporting the fund's compliance with these regulations and ensuring that the portfolio management and investment processes follow best governance practices.
Development of Risk Mitigation Strategies
• Risk mitigation strategies are critical to protect the fund from financial losses, safeguard its assets, and ensure sustainable long-term growth. The Investment Risk Analyst plays a vital role in creating, implementing, and continuously refining these strategies to protect the interests of VNPF's members.
Reporting and Communication
• Effective reporting and communication help to promote transparency, ensure that investment strategies are aligned with the fund's objectives, and facilitate informed decision-making. The Investment Risk Analyst is responsible for compiling, analyzing, and presenting data in clear and actionable formats that can guide the fund's decision-making process and ensure the fund's governance and regulatory obligations are met.
Key Outcomes
• Identify and assess risks:
Evaluate all types of risks (market, credit, liquidity, interest rate, operational) that could potentially impact the fund's investment portfolio.
• Evaluate portfolio risk:
Regularly assess the risk exposure of the fund's investment portfolio, ensuring that risks are well understood and documented.
• Risk quantification:
Use tools and methodologies (e.g., Value at Risk (VaR), stress testing, scenario analysis) to quantify the potential financial impact of various risks.
• Monitor risk levels:
Continuously track the fund's risk exposures to ensure they remain within acceptable limits as defined by the fund's risk management framework.
• Evaluate risk-return trade-offs:
Analyse the relationship between risk and return across different asset classes and investment strategies.
• Provide performance insights:
Support the portfolio management team by providing insights into how risks affect investment performance and suggest adjustments as needed.
