The Vanuatu National Power and Water Authority Limited (VAN-PAWA LTD) is a Utility Company, 100% owned by the Vanuatu National Provident Fund is the current concessionaire of the Generation and Distribution of electricity in Tanna and Malekula committed to providing our customers with reliable, quality and sustainable energy solutions.


 

Job Desctiption:

This role is responsible for a variety of strategic, financial, administrative, and technical tasks, including providing day-to-day operations and technical oversight to improve staff overall performance and to ensure that Van-Pawa Ltd service provision aligns with good industrial practices and regulatory requirements and fully aware of customer expectations.



 

Selection Criteria:

Key Responsibilities
• Overseeing the operation and maintenance of electrical power generation, transmission, and distribution systems
• Developing and implementing strategic plans and policies to promote efficiency and effectiveness in operations
• Negotiating and managing contracts with suppliers, contractors, and other stakeholders
• Ensuring compliance with regulatory requirements, including terms and conditions of the Tanna and Malekula Electricity Concession Deeds.
• Managing budgets and financial operations, including setting rates and tariffs
• Leading and managing employees, including hiring, training, and performance evaluation
• Identifying and addressing issues that could affect the reliability of electricity and water services.
• Coordinating with Department of Energy, URA, provincial governments, and the public on matters related to utility services
• Directing efforts towards the development and implementation of new technologies and practices for better energy efficiency
• Promote and implement renewable energy (RE) investments as VANPAWA's contribution towards achieving Vanuatu's Renewable Energy goals.

Qualifications
• Degree in electrical/mechanical engineering, business administration or a related field
• 10+ years of managerial experience in the energy/utilities sector
• Experience overseeing power generation, transmission and distribution operations
• Proven track record of developing and implementing strategic plans
• Strong financial management skills including budgeting, accounting and rate setting
• Experience negotiating and managing major contracts
• Thorough knowledge of regulatory compliance requirements
• Demonstrated ability to lead multi-disciplinary teams and manage employee performance
• Experience developing and implementing new technologies for efficiency gains
• Experience with renewable energy projects an asset
Preferred Qualifications:
• Postgraduate qualifications in engineering, business or project management
• Experience managing operations in remote locations
• Experience working in or with concession agreements
• Experience in change management and continuous improvement initiatives
• Prior success developing and implementing strategic plans
