Job Desctiption:

Key responsibilities

The Health Program Officer will lead implementation of the health and nutrition program in Vanuatu and contribute to IsraAID Vanuatu's larger health and nutrition strategy. They will provide strategic direction, and overall technical and management of the Health program. They will ensure it contributes to the organization's strategic positioning in the country while ensuring it is context-appropriate, has a cross-sectoral approach, and above all in line with the do-no-harm policy of IsraAID.



Development, positioning and implementation of the health/nutrition strategy

Contribute to IsraAID's overall response strategy in health, nutrition, and hygiene and sanitation, working with government partners and other relevant organisations.

Support the long-term capacity building and integration of health and nutrition into IsraAID's programs in Protection and WASH.



Project Management



Supervise the overall implementation of project plans, ensuring adequate communication and organisation between local partners, international partners and staff
Oversee the implementation of health and nutrition projects, ensuring stability, high quality and timely delivery of all project objectives
Work closely with Logistics Team, supply partners, donors and relevant stakeholders to ensure that the logistical elements of Health Programs are well-executed
Prepare project and donor reports in a timely manner and in compliance with internal and external requirements
Ensuring the quality of health and nutrition projects are in line with IsraAID's minimum criteria and in line with global guidelines
Work in collaboration with the Head of Health Sector and Country Director to oversee project implementation ensuring that services are delivered on time, on budget and in compliance with donor regulations
Ensure that the program is implemented in ways responsive to communities and partners, and in line with IsraAID's principles, values and strategic plan and procedures
Ensure that program interventions continue to be informed by and integrated with other core sectors (Protection & WASH) to promote a multisectoral approach
Periodically reassess projects to ensure they remain relevant, feasible and aligned with the IsraAID Vanuatu strategy


Monitoring, Evaluation, Accountability, and Learning  

Support the development of tools for effective Monitoring and Evaluation of the health program
Work jointly with the MEAL HQ unit and the IsraAID Vanuatu country team to develop and implement MEAL plans and systems
Ensure appropriate, timely and accurate data collection against agreed indicators to enable both internal and external reporting
Ensure learning from the health program contributes to knowledge building and sharing within the country office and IsraAID global.
Lead discussions with communities and beneficiaries on programme design and project review, as agreed with Technical Advisor, Field Coordinate/Project Manager(s)


Partnerships

Foster a spirit of collaboration and trust with IsraAID local partners
Actively explore partnership opportunities with actors in the community, regional, national and international levels
Support partner organizations in programming and implementation
Conduct periodic review of joint project plans to identify obstacles and the ways they could be mitigated


Grants Management

Work closely with the Vanuatu country team to secure strategic funding opportunities and develop proposals based on identified gaps and needs
In coordination with the Communication and Development Department, produce quality reports to ensure accurate, coherent and timely reporting


Human Resources and Staff Development

Ensure regular communication with Country Director and other field staff
Maintain fluid communication with Health Emergency PM, Head of Health sector, and other relevant non-Country staff
Provide support on the recruitment and management of health staff, including developing Terms of Reference (ToRs), staffing plan, participate in recruitment processes and performance evaluations where applicable
Facilitate capacity building for team members and partners to develop Health expertise including coaching, capacity building, mentoring, and supervision
Any other tasks as delegated by the Country Director


Representation, Advocacy & Organisational Learning

Ensure proactive participation in Health Cluster meetings, and relevant Health Working Groups and forums
Identify advocacy, funding and research opportunities for action

 

Selection Criteria:

Skills, Experience, and Requirements

Bachelor's degree in health (Registered Nurse, Public Health, or other relevant field).
Minimum of 5 years experience working in the area of health and Experience with an INGO preferred.
Knowledge of the Vanuatu government strategic priorities for health and nutrition.
Experience in working with local communities and capacity development of local staff and stakeholders.
Ability to work flexibly in challenging situations.
Cultural understanding of the Vanuatu context.
Commitment to the aims and principles of IsraAID.
Excellent written and verbal communication skills in English and Bislama.

Job Desctiption:

Summary

The Driver will be tasked with facilitating and coordinating smooth transportation/movement of all staff and goods in operation facilities and locations of IsraAID Vanuatu. This includes ensuring proper maintenance of the assigned vehicle, adhering to all IsraAID policies and procedures and Vanuatu traffic laws. The driver must be able to solve challenges as they arise. S/he will be required to be an active team player who will improve current systems from knowledge and experience gained through at least 3 – 5 years experience in this area.



Duties

Ensuring the safe driving of the IsraAID vehicle and others if authorized for business purposes by the Country Director.

Ensuring safe transportation of IsraAID staff, guests and assets in accordance with the organization's driver and asset / vehicle safety policy and procedures.

Responsible for cleaning, correct maintenance of vehicle/s in accordance with the driver's handbook and safe driving standards.

Ensure vehicle is fueled and in good working condition in time for trips and proper management of fuel supply for the vehicle is upheld.

Ensure adequate and current information of the destination and route is gathered before departure and that any risks or concerns are raised.

Ensure that the vehicle is parked in a safe, appropriate and secure area.

Ensure that all valuables are removed from the vehicle as required.

Maintain a vehicle logbook for all work-related travel.

Enable and engage any GPS technology if applicable.

Provide assistance in loading and unloading of vehicle as needed.

Professional and polite interaction with all stakeholders, staff and guests who are transported or who you encounter as a representative of IsraAID.

Comply with the organisation's Safe Driving and Vehicle Maintenance Policy.

Ensure that vehicle is used for the intended/assigned purpose in accordance with the prior authorisation given by the CD

Ensure that the vehicle safety belt is functional and used by self and the passengers onboard at all times.

Follow all driving safety regulations while driving and observe all traffic rules.

Report in writing on any maintenance need (minor/major) to the supervisor timely and accurately.

Report any accident immediately to the supervisor as appropriate.

Ensure that the car is equipped with safety equipment including fire extinguisher, First Aid kit at all times.

Follow-up vehicle related issues with the police and insurance companies as per instructions
