Purpose of the Society
Founded in 1982, Vanuatu Red Cross Society (VRCS) is a major stakeholder in the humanitarian system. The Society is recognized by the Government as auxiliary to the public authorities in the humanitarian field in accordance with the provisions of the First Geneva Convention. The organization is also one member of the National Disaster Committee.
VRCS has identified Disaster Management and Disaster Preparedness as one of its main areas of intervention with a particular focus on community based disaster preparedness. It also implements a Health Program, whose main components are First Aid and Hygiene Promotion. The organization also encourages Youth participation and promotes the International Humanitarian Law.
VRCS has branches in 6 different provinces. It can also rely on a solid network of trained volunteers all over the country. Around 23 staff members are currently working at HQ in Efate, while around 13 are working in the other islands.
Job Desctiption:
Purpose of the job: The Vanuatu Red Cross Society has embarked on Resilience Programming as an integrated approach to operationalize the community resilience roadmap. The integrated resilience program is implemented under a One Plan using common approach in delivering Red Cross services to the communities through the VRCS Branches as part of the decentralization process. To enable dedicated support to coordinate the various VRCS program units towards the integrated resilience program and ensure the accountable implementation of the One Plan while building the capacities of VRCS Staff and volunteers, a Resilient Officer based at the National Headquarters will be recruited. The NHQ Resilient Officer will be the overall responsible in ensuring the appropriate implementation of the VRCS One Plan and will be guided by the VRCS Resilience Technical Working Group.

Education
University degree or equivalent experience
Experience
At least 3 years involvement in community-based programming
Previous involvement in disaster risk reduction program
Worked or volunteered for a humanitarian organization
Led or participated in planning, monitoring and evaluation activities
Experienced in working with volunteers
Experience in coordinating activities with various stakeholders
Knowledge and Skills
Sound understanding of disaster risk reduction and disaster risk management
In-depth knowledge of Vanuatu development agenda and challenges
Demonstrated knowledge in gender, protection, and inclusion
Good communication and reporting skills
Able to write and communicate in both English and Bislama
Knowledge and commitment of the fundamental principles of the Red Cross and Red Crescent
Skilled in Windows OS and MS Word, Excel, and PowerPoint, Skype, Zoom and MS Teams
Attitude
Open minded, dynamic and flexible
Trustworthy and responsible
Be able to work under pressure and irregular hours
Culturally sensitive
Able to travel and spending time in the field on extended periods of time
