Organisation Description:
Founded in 1982, Vanuatu Red Cross Society (VRCS) is a major stakeholder in the humanitarian system. The Society is recognized by the Government as auxiliary to the public authorities in the humanitarian field in accordance with the provisions of the First Geneva Convention. The organization is also one member of the National Disaster Committee.
VRCS has identified Disaster Management and Disaster Preparedness as one of its main areas of intervention with a particular focus on community based disaster preparedness. It also implements a Health Program, whose main components are First Aid and Hygiene Promotion. The organization also encourages Youth participation and promotes the International Humanitarian Law.
VRCS has branches in 6 different provinces. It can also rely on a solid network of trained volunteers all over the country. Around 23 staff members are currently working at HQ in Efate, while around 13 are working in the other islands.
Job Desctiption:
To provide short-term program support in setting up and pilot testing VRCS cash-based intervention. This involves liaising with third party service providers and leading the field test of the selected cash modality. At the end of the mission the aim is to have the required agreements and delivery mechanism SOP on CBI. Specifically, the CBI Officer will manage the tender process in coordination with logistics department. He/she will liaison financial service provider including but not limited to mobile companies, banks, post office etc. The end result of the tender is a framework agreement using the IFRC procurement process. Once the delivery mechanism is identified, the position will lead the field testing, document the pilot process, and prepare a short step-by-step guide for VRCS on the implementation flow
Selection Criteria:
Essential minimum requirements and professional experience:
• University degree in economics, social sciences, political science, other relevant field or relevant experience.
• A minimum of one-year work experience with cash-based intervention.
• Minimum Level 1 CaLP ( Cash Learning Partnership) training and familiarity on the core concepts of cash.
• Minimum 2 years of relevant humanitarian work experience, preferably with Red Cross.
• Knowledge and understanding of key developments within the Vanuatu humanitarian sector regarding CBI.
• Excellent written and verbal communication skills. Fluency in English language
• Be able to work under pressure and irregular hours
• Able to travel and spending time in the field on extended periods of time
