Background and Country context:
ActionAid has been working in Vanuatu in partnership with the Department of Women's Affairs since Cyclone Pam devastated the island in 2015. The primary focus was implementing a women-led community-based protection program to respond to women's protection needs in Vanuatu. The initial priority was to set up Women Information Centres; each which acted as a safe space where women could share their issues and experiences in the aftermath of Cyclone Pam and as a foundation to facilitate women's access to information in regards to services and support available during the disaster response period. The past five years has seen these spaces evolve into forums called Women I TokTok Tugeta (WITTT), which enables women to engage in their political systems and influence change directly. WITTT forums have created spaces for women to learn about women's rights in emergencies, disaster risk reduction, protection , climate change and how it affects them directly. The forums also support the development of the women's communication mechanisms to amplify their voices in calling for greater action by the government and the humanitarian sector to address women's priorities in response to climate change and disasters.
ActionAid's Unique Response
ActionAid Australia is a women's rights organisation working to empower women to collectively claim their rights and fight against inequality; ActionAid Vanuatu is the Pacific program arm working (and registered) in Vanuatu to implement the WITTT forums. As a member of the wider ActionAid Federation, programs are being implemented across 45 countries, working to achieve economic and climate justice for women, as well as securing and protecting women's rights in emergency situations. The country program is implementing two main programs namely the Disaster Ready Project supported through Australia Humanitarian Partnership and the Gender Responsive Climate Change(GRACC) Program supported through the Gender Action Plan both DFAT funded programs and ANCP.AAV is also responding humanitarian emergencies and currently responding TC Harold , COVID 19 in all the three program locations of Erromango, Eton and Tanna as well as the new locations of Malo and Malekula.
Job Desctiption:
MAIN PURPOSE OF POSITION
The Programs MEL Officer will be responsible for providing technical support to monitoring and evaluation of all programs supported through Disaster Ready and Gender Responsive Alternative to Climate Change. This will involve defining an M&E strategy for the projects and working closely with AAV partners to deliver quality work. The MEL Officer is a member of the ActionAid Vanuatu Team and will be reporting to the Country Program Manager but working closely with the other team member's particular the Programs and Humanitarian Coordinator and Communication Team to deliver expectations of the ActionAid Vanuatu's projects and WITTT (Women I TokTok Tugeta).
KEY ROLES AND RESPONSIBILITIES
Key Responsibilities Tasks/Duties
Disaster Ready MEAL • Develop a MEL strategy for the Country program
• Develop a MEAL plan for all AHP funded programs and the GRACC program
• Represent AAV in all AHP -MEAL meetings organised for Disaster Ready , forums and agreed deliverables
• Provide technical support for shared learning meetings for all AAV programs
• Provide Technical Assistance to team by;
a) Analysis and Reporting of women's voices, leadership and agency
b) Knowledge management and establishment of feedback mechanisms
c) Capacity building of team and WITTT
WITTT Program Support • Support WITTT mobilisation on agreed activities for MEL;
• Train and develop practical monitoring tools for WITTT and other local partners
• Assist in documenting and report writing on impact and transformation taking place ;
• Follow up on WITTT AHP/COVID 19 &GRACC MEL action points ;
• Devise a monitoring plan for Women Wetem Weta and WITTT Sunshine;
• Support WITTT to organise shared
Other Responsibilities • Participate in relevant AAA /AAI MEL activities.
• Adhere to ActionAid's values and Team Charter;
• Contribute to a positive team culture;
• Undertake other duties as required.
Selection Criteria:
SKILLS & COMPETENCIES REQUIRED
Essential
• Demonstrated experience evaluating and baseline programs in Vanuatu
• Is committed to promoting Ni-Vanuatu women's rights in the community
• Understanding of humanitarian system and women's rights issues in Vanuatu
• Statistical analysis skills, including regression analysis
• Qualitative analysis skills, including coding and associated analysis
• Experience with using software for data analysis.
• Ability to design evaluation and monitoring skills including the development of sample sizes and sampling techniques
• Strong written and visual communication skills
• An ability to work with rural women, with diverse stakeholders with differing levels of education and experience
• Project management skills and an ability to balance multiple projects and stakeholders at one time
• Professional Fluency in Bislama and English
