The Government of Vanuatu (Government) has received financial assistance from the Asian Development Bank's (ADB's) ongoing technical assistance programs to provide a National Assistant Project Ports Engineer to strengthen sustainable project management and implementation capabilities ensuring effective and efficient delivery of infrastructure projects such as the Vanuatu Interisland Shipping Support Project and other Infrastructure projects under implementation by the Vanuatu Project Management Unit (VPMU), following the Government objective of Ni-Vanuatu resilience.
Job Desctiption:
The selected candidate, Assistant Project Ports Engineer, will work closely with the Program Director VPMU as well as other international and national consultants within the VPMU, and VPMU Ni-Vanuatu staff to contribute to smooth management and completion of VPMU managed projects.
The responsibilities of the Assistant Project Ports Engineer will include, but not be limited to:
(i) Provide support to the VPMU Program Director, other international and national consultants within the VPMU, and VPMU Ni-Vanuatu staff on all matters pertaining to the implementation of ongoing projects.
(ii) Conduct project site visits regularly under the guidance of VPMU consultants and staff, and engineering consultants, including preparing progress reports accordingly.
(iii) Assist with the management of all contracts procured under ongoing VPMU projects.
(iv) Assist with the preparation of contractual documentation and participate in progress and management meetings.
(v) Assist with the preparation of briefs, progress and other reports in a timely manner for submission to the Government and donors/financiers.
(vi) Assist with the coordination of engineering consultants e.g. Design and Investigation, Construction Supervision etc.
(vii) Assist with financial management oversight to ensure that financial tables are up to date.
(viii) Assist the VPMU Environment & Social Mitigation Officer to liaise with environmental and social safeguards specialists within project consultants to ensure that donors/financiers safeguards requirements are complied with and monitoring reports are submitted in a timely manner.
(ix) Assist with contract administration including budgets, payments and deadlines, and timely review of contractors' and engineering consultants' variation, claims and progress reports;
(x) Assist with the review of contractors' and engineering consultants' invoices and endorse for the processing of payment;
(xi) Assist with the review of engineering consultant's and/or contractor's designs/drawings/calculations to check arrangements for optimized operation and maintenance and verify compliance with contract specifications.
Selection Criteria:
The Assistant Project Ports Engineer will have a civil engineering degree or diploma with at least 2 years' general experience in civil works contracts and/or engineering consultant teams. The following are required:
(i) At least 2 years' experience in managing, or assisting with the management of, civil works contracts in Vanuatu or other Pacific Development Member Countries.
(ii) At least 2 years' experience in managing, or assisting with the management of, engineering consultant teams' in Vanuatu or other Pacific Development Member Countries.
(iii) Demonstrated experience in the following would be an added advantage:
a. Procurement or works contracts
b. FIDIC conditions of contract
c. Recruitment of consultants (firms and individuals)
d. Safeguards – Environmental, land acquisition and resettlement, climate change adaptation, and disaster and risk management
(iv) Excellent command of written and spoken English.
