Organisation Description:
Purpose of Vanuatu Red Cross Society
Since 1982 Vanuatu Red Cross Society (VRCS) has been improving the lives of vulnerable people in Vanuatu. VRCS is recognized by the Government as an auxiliary to the public authorities in the humanitarian field in accordance with the provisions of the First Geneva Convention. The organization is also a member of the National Disaster Management Office (NDMO).
The main areas of VRCS's work are:
• Disaster Management (that is Preparedness and Response), focusing on community-based Disaster Management
• Health, focusing on First Aid and Hygiene Promotion
• Encouraging youth to volunteer
• Promoting International Humanitarian Law
VRCS has branches in six provinces of Vanuatu, and it has several sub-branches. It can also rely on a solid network of trained volunteers all over the country. About 24 staff members are currently working at National Headquarters in Port Vila, and about 10 staff are working in the other islands and we are seeking applications from dynamic and highly motivated persons to immediately fill up the following full-time position as part of its VRCS management team.

Specific Job duties and responsibilities under the supervision of SG
The specific duties and responsibilities of the Resource Mobilisation Officer include:
1. Partnership and Relationship Management:
• Establish new partnerships and strengthen existing partnerships across different income streams, including the following:
RC Partner National Societies – including multilateral and bilateral partner, and including those within the VRCS:
Engage in duty and Vat Exemption, core cost for branch and HQ, ………………….,coffee shops.
Multilateral and financial institutions partnerships – including local Banks:……………….
Private sector partnerships (Wilco/ Air Vanuatu…………………– including global corporate partnerships and partnerships with foundations in the country.
Ensure dissemination of all fundings opportunities to VRCS.
Ensure the management of all information/data related to partnerships/funding is kept fully up to date in the VRCS system.
2. Resource mobilisation for VRCS Operational Plans in the Country:
VRCS Operational plans: develop funding plans and ensure timely follow up with partners on all new funding opportunities, and that all funding information is kept up to date.
Donor reporting: working with the VRCS PMER to ensure that all donor reports are prepared to quality standards, compliance with agreed donor conditions/requirements, and all reporting deadlines are met.
Selection Criteria:
• University degree in relevant discipline
• Relevant post-graduate degree (International Relations, Humanitarian Affairs, Business Administration or other relevant)
• Relevant Professional training course (Red Cross/Red Crescent related, humanitarian and development sector, management)
• Excellent interpersonal skills
• Able to work well under pressure
• Well organised
• Honest / works with integrity
• Current driver's licence with clean driving record
• Valid, clean police check
• Relevant experience in fundraising and managing relations with partners/donors, including in developing of fundraising strategies, and with demonstrable success in fundraising with governments, corporate, multilaterals and/or major donors, relevant work experience with the Red Cross and Red Crescent Movement, including work with IFRC or with a National Society,
• Experience in facilitating training in fundraising and resource development, as well as in mentoring/coaching.
• Work experience with non-profit organizations, NGOs and /or governmental development agencies.
• Familiarity with government aid systems and that of multilateral organisations
• Experience in developing corporate fundraising
• Ability to work in a diverse cultural context
• Strong knowledge of information sharing.
