Organisation Description

The Department of Water
Resources (DOWR) under the aegis of the Ministry of Lands and Natural
Resources (MLNR) is the nation agency responsible for the water sector in
Vanuatu. DOWR is both an implementing agency and a regulator with primary
focus on community water supplies. DOWR was established in 2016 after
amendment to the Water Supply Act of 2002 which saw the amalgamation of the
urban water services under Public Works Department and the Rural Water Supply
and Water Resources Unit of the former Department of Geology, Mines and Water
Resources.
With the implementation of the key policy: Vanuatu National Water Policy (2017-2030), DOWR is looking at improvements for urban water supply services – particularly water supply services still operated and managed by the Government of Vanuatu. As part of the planned improvements, DOWR is putting effort into development of its capacity in different areas and one important one is in terms of water loss management and reduction of Non-revenue Water (NRW) in its water supply services. The Vanuatu National Water Policy seeks to deliver the policy objectives established by the National Sustainable Development Plan (2016-2030). |

Job Description
|
The consultant will be
required to support DOWR through provision of on-the-job training in water
infrastructure operation and management, Water loss management and risks and
safety around water supply infrastructure.

Selection Criteria
|
Qualifications or
Specialized Knowledge/Experienced Required:
A relevant degree in Engineering Experience At least 15 years of experience in water utility operation and maintenance. Language: English or French and Bislama Competencies: • Communication • Working with people • Drive for results |
