Telecom Vanuatu Limited is seeking for an Optical Transmission Engineer/Specialist to be based in Port Vila.
This
is a functional role responsible for providing technical experience in fiber
optic systems in voice, data, and mobile telecommunications applications. This
role will be exposed to all technologies within the field. This will provide
the highest standard of professional expertise in that field for the telecommunications
industry ensuring that all relevant activities are delivered to the agreed
technical standards and regulatory compliancy.
- Undertake
conceptual engineering, detailed design, incident investigations, approvals and
documentation reviews
- Supervise
communications engineering (fiber optic) activities such as design methods,
calculations, selection of equipment and the preparation of reports, specifications
and tenders
- Accept responsibility directly, or through delegation, for the accuracy and quality of
telecommunications Systems design and documentation undertaken directly and for
that performed by assigned engineering and drafting staff
- Develop
and maintain TVL Engineering standards and technical procedures that are
relevant to Telecommunications Systems
- Plan
and execute systems integrations to reliable and robust communications channels
for the Line Plant, Core and I.T. departments
- Investigate
and document new technologies and manage trials.

- A
key factor in the success of this position is the need to manage and effectively
execute and monitor the activities conducted in accordance with approved
execution plans

communications between production facilities and business unit engineering
teams

Criteria:
Person Specification
A. Experience/Background
- A
minimum of 5 years experience in the
telecommuncations industry, preferably in fixed line and fiber
- Demonstrated
experience in performing at a high standard in supervisory roles. Contractor
and EPCM management capabilities highly regarded
- Ability
to manage change processes
- Suitable
experience in a variety of Telecommunications industry, project and operational
roles
- A
knowledge and understanding of relevant legislation, regulations and standards
- Demonstrated
skills in implementation and ongoing
management of management systems
- A
sound knowledge of risk management processes and risk based decision making
B. Qualifications
- A
recognized tertiary qualification or equivalent suitable experience in telecommunications Engineering or related
specialty
- A
minimum of ten (10) years relevant Telecommunications engineering and team
management experience
C.
Skills/Competencies/Knowledge
- Knowledge
of applicable legislation, standards and international best practices
- Proven
design capability in an industrial environment
- High
level of interpersonal skills
- Strong
Verbal communication skills, especially with clients and subordinate staff
- Excellent
written communication skills, demonstrated by the preparation of well-structured
reports
- Technical
report writing and specifications development:
- Good
working knowledge of Optical Fibre Cabling Specificatons
- Ability
to design optical fibre networks and specify installation standards
- Fault
finding and troubleshooting of Optical Transmission systems
- On-site
pre-operational testing & commissioning
- IP
network experience using fiber optics as a medium
- Optical
Transmission experience
- Experience
with MSANs and GPON technologies
- Ability
to source information and provide competent advice
