Role
The
Technical and Universal Access Policy (UAP) Manager will lead, coordinate and
manage TRR’s regulatory Technical responsibilities in the Telecommunications
sector.
The Technical
and Universal Access Policy (UAP) Manager is responsible for:
- Managing a
team of Telecommunications and Radiocommunications Engineers; specializing in covering Interconnections, Network Coverages, Numbering Matters, Reference
Interconnection Offer (RIO), Spectrum Management, Licensing and Quality of
Services, Type Approved equipment brought into Vanuatu, Internet Exchange Point
Infrastructure, Monitoring of Radio Signal Interferences
- Work
effectively and manage technical implementation of Universal Access Policy
Projects
- Monitor
Telecommunications and Radiocommunications mast infrastructure sharing
- Lead on
access and inter-operator dispute cases in technical issues
- Monitoring
and report on Quality of Service standards set by operators
- Manage and
maintain a GIS database for Vanuatu Telecommunications and Radiocommunications
Sector
- Supporting
the Manager of Market and Economics
concerning identification of Unserved, Underserved locations currently not
served by operators, Voice and Internet for Universal Access Policy
- Contributing
to the Annual work planning & Budget processes
- Coordinating
and monitoring short code emergency services
- Register of
all Operating Licensees – Telecommunications and Radiocommunications
- Lead, manage
and implement and maintain a positive working relationship with Ports and
Harbor, and Civil Aviation Authority for safety and licensing issues
- Monitor and Audit Operational safety standards for
all Telecommunications and Radiocommunications sites
- Monitor
Convergence of Technologies between, fixed and Mobile and Internet, TV, Radio
Broadcast etc
- Lead and
guide on Strategic convergence modelling
- Consultation
with stakeholders on technical telecom and Radiocommunications issues; and
- Advice on
changes in Regulatory matters to reflect changing telecommunications sector
- Other duties
as required and directed by the Regulator.
Criteria:
Qualifications and Experience
The applicant must have the following or a combination of qualification and experience:
- The Manager
must have a degree and preferably a post graduate degree in Telecommunications
Engineering, and/or Information and Communications related subject
- The
applicant must have at least 5 years’ experience in the management preferably
in the telecommunications sector fluent in English, Bislama, and French will be
an advantage
- Proven
background and experience in Technical and UAP matters
- A sound
understanding of telecommunications technologies in Vanuatu and in the region
- Demonstrated knowledge and understanding the Technicality
of telecommunications and ICT issues, including universal access and universal
service provision in the Pacific and ideally Vanuatu
- Sound
project coordination and management skills
- Strong demonstrative knowledge and skills on
market competition enforcement and compliance
- Excellent,
high-level written and oral communication skills in English. French and Bislama
is highly desirable
- High-level computing competence in Word, Excel,
PowerPoint, Project
- Proven
experience in operating in challenging institutional environments.
