We are looking for an Officer position to join our Health and Inclusive Governance team based in Tanna with regular travel to other sites.
The Health and Inclusive Governance project is a pilot project supported by the Australian Government’s Innovation Exchange to test new approaches to working with communities and services providers to improve health. The project will be working with Communities and the Ministry of Health and aims to increase the active engagement of communities in health services and positively influence the quality, efficiency and accountability with which services are provided. The project will be based on an adapted version of the CARE International Community Scorecard (CSC) approach. The CSC brings together the demand side and the supply side of a particular service, as well as relevant government officials, to jointly analyse issues underlying service delivery problems and develop joint plans for improvement.
The goal of this project is to contribute to improved health outcomes in Vanuatu through piloting a community centered social accountability model for the health sector which leverages community engagement and digital media to increase effectiveness. The outcomes sought by the project are:
- Greater shared understanding between communities and health sector stakeholders of community health concerns, in particular the needs of women, girls and people living with a disability
- Increase engagement by communities in health including identifying and implementing local solutions to health issues
- Greater responsiveness and social accountability of the health system to community needs, especially needs of women, girls and people with disability
- An inclusive governance and social accountability model based on the CSC approach had been tested, adapted for the Vanuatu Context and documented.
Your major responsibilities will be varied and will include:
- Providing
support to the Health and Inclusive Governance team in the implementation of
the Health and Inclusive Governance Projects
- Mobilising
communities and facilitate trainings on CSC concept and implementation
processes
- Facilitate
good relationships with communities and local authorities
- Monitoring and
reporting using tools and methods developed with the Gender and Program Quality
[GPQ] team.

Criteria:
Required qualifications and skills:
- Minimum
technical diploma and/or vocational training in Social Development, health
systems, and sexual reproductive health, and/or minimum 2-3 years relevant work
experience, preferably in community based development work in gender or WASH
projects and/or activity implementation with an International Non-Government
Organisation (INGO)
- Proven experience
in mobilising communities and facilitate action planning activities
- Ability to
deliver quality training and awareness activities
- Fluent communication and facilitation skills in
Bislama and Tannese Language with good
oral and written English
- Ability to
collect information and produce concise and accurate reports
- Demonstrated
organisational and time management skills, including the ability to plan and
manage workflows and balance competing priorities to ensure timely processing
to meet deadlines in a complex environment
- Demonstrated
ability to take direction and to work as part of a team
- Demonstrated
experience in following standard policies, procedures and processes
- A
willingness to learn about CARE, gender equality and women’s empowerment activities
- Proven
ability in managing a budget and/or cash;
and
- Basic IT Skills in Microsoft Office with knowledge in Microsoft Word and
Excel.
